A new lawsuit is claiming hackers have gained access to the personal information of "billions of individuals," including their Social Security numbers, current and past addresses and the names of siblings and parents — personal data that could allow fraudsters to infiltrate financial accounts or take out loans in their names.
The allegation arose in a lawsuit filed earlier this month by Christopher Hofmann, a California resident who claims his identity theft protection service alerted him that his personal information had been leaked to the dark web by the "nationalpublicdata.com" breach. The lawsuit was earlier reported by Bloomberg Law.
The breach allegedly occurred around April 2024, with a hacker group called USDoD exfiltrating the unencrypted personal information of billions of individuals from a company called National Public Data (NPD), a background check company, according to the lawsuit. Earlier this month, a hacker leaked a version of the stolen NPD data for free on a hacking forum, tech site Bleeping Computer reported .
That hacker claimed the stolen files include 2.7 billion records, with each listing a person's full name, address, date of birth, Social Security number and phone number, Bleeping Computer said. While it's unclear how many people that includes, it's likely "that everyone with a Social Security number was impacted," said Cliff Steinhauer, director of information security and engagement at The National Cybersecurity Alliance, a nonprofit that promotes online safety.
"It's a reminder of the importance of protecting yourself, because clearly companies and the government aren't doing it for us," Steinhauer told CBS MoneyWatch.
In a statement posted to its website, NPD said the breach involved a "third-party bad actor that was trying to hack into data in late December 2023, with potential leaks of certain data in April 2024 and summer 2024."
The company added that it is working with law enforcement and government investigators. NPD said it "will try to notify you if there are further significant developments applicable to you."
Here's what to know about the alleged hack.
National Public Data is a data company based in Coral Springs, Florida, that provides background checks for employers, investigators and other businesses that want to check people's backgrounds. Its searches include criminal records, vital records, SSN traces and more information, its website says.
There are many similar companies that scrape public data to create files on consumers, which they then sell to other businesses, Steinhauer said.
"They are data brokers that collect and sell data about people, sometimes for background check purposes," he said. "It's because there's no national privacy law in the U.S. — there is no law against them collecting this data against our consent."
According to the new lawsuit, USDoD on April 8 posted a database called "National Public Data" on the dark web, claiming to have records for about 2.9 billion individuals. It was asking for a purchase price of $3.5 million, the lawsuit claims.
However, Bleeping Computer reported that the file was later leaked for free on a hacker forum, as noted above.
The number of people impacted by the breach is unclear. Although the lawsuit claims "billions of individuals" had their data stolen, the total population of the U.S. stands at about 330 million. The lawsuit also alleges that the data includes personal information of deceased individuals.
Bleeping Computer reports that the hacked data involves 2.7 billion records, with individuals having multiple records in the database. In other words, one individual could have separate records for each address where they've lived, which means the number of impacted people may be far lower than the lawsuit claims, the site noted.
The data may reach back at least three decades, according to law firm Schubert Jonckheer & Kolbe, which said on Monday it is investigating the breach.
It's unclear, although the lawsuit claims that NPD "has still not provided any notice or warning" to Hoffman or other people affected by the breach.
"In fact, upon information and belief, the vast majority of Class Members were unaware that their sensitive [personal information] had been compromised, and that they were, and continue to be, at significant risk of identity theft and various other forms of personal, social, and financial harm," the lawsuit claims.
Information security company McAfee reported that it hasn't found any filings with state attorneys general. Some states require companies that have experienced data breaches to file reports with their AG offices.
However, NPD posted an alert about the breach on its website, stating that it believes the information breached includes names, email addresses, phone numbers, Social Security numbers and mailing addresses.
There are tools available that will monitor what information about you is available on the dark web, noted Michael Blair, managing director of cybersecurity firm NukuDo. Commonly breached data includes your personal addresses, passwords and email, he added.
One such service is how Hofmann, who filed the lawsuit, found out that his information has been leaked as part of NPD breach.
"Make sure to use reputable companies to look that up," Blair said.
Security experts recommend that consumers put freezes on their credit files at the three big credit bureaus, Experian, Equifax and TransUnion. Freezing your credit is free, and will stop bad actors from taking out loans or opening credit cards in your name.
"The biggest thing is to freeze your credit report, so it can't be used to open new accounts in your name and commit other fraud in your name," Steinhauer said.
In its statement, NPD also urged people to put free fraud alerts on their accounts, which "tells creditors to contact you before they open any new accounts or change your existing accounts," it said. You'll have to contact just one of the three credit bureaus to create a fraud alert, and that agency will alert the others.

In that case, the article you researched for a month, the story you carefully constructed, or the gallery of photos that you painstakingly put together could, in that moment, be forever unavailable. And if youâve linked to your work in a blog or social network, that link has now become useless.
So what do you do? You can save a PDF of each of your works to a local drive, an online storage service, or to your preferred productivity app . You can create your own website to showcase your favorite works. In this article, Iâm going to concentrate on resources for writers and other text-based creatives. There are also resources out there for photographers and other visual artists, such as Flickr and 500px . Weâll cover those separately in the future.
The Internet Archiveâs Wayback Machine has been archiving webpages since 1996, and if youâve been putting your work online that long â or longer â thereâs a good chance you can find it somewhere in the archive. However, not everything has been archived, and archived pages can be removed if the owners of the site request it.
You can request that a specific page be archived by using a browser extension (for Chrome, Firefox, Safari, Edge, iOS, or Android). The extension saves the page to the archive, allowing you to access it later, even if the original disappears. However, since the publisher of the site can, as mentioned, ask that the archive be removed, you may want to use the Wayback Machine to find pages you may have missed and archive them using a safer method.
In addition, at the time this was written, it was possible that the Chrome extension could itself disappear â when I last looked, a notification on the download page read, âThis extension may soon no longer be supported because it doesnât follow best practices for Chrome extensions.â (Part, no doubt, of the change in Googleâs extension specification .) There are other, if less handy, ways to save your work to the archive, detailed in a blog written in 2017 .
The Wayback Machine is free to use, although you can donate if you choose .
Authory is a long-standing app used by writers to preserve their writing. (Note: Iâve been using Authory for several years, ever since one of the publications I had written for decided to pull its archive off the internet and a colleague told me about the app.) Authory will automatically back up links to your material along with the actual text by scouring the online publications that youâve specified; because it picks up anything youâve written for those publications automatically, you donât have to worry about losing any of your work. Authory also archives videos, podcasts, and individual social media posts or emails.
You can also use Authory as a portfolio to exhibit your content to others. By default, people who click on an article link in your portfolio are sent to the original source, but you can also choose to have them read it from the Authory backup â very useful if that source no longer exists.

Despite the name, Journo Portfolio touts its ability to be used by almost any creative who wants to show off work, including visual artists such as photographers and videographers. According to Conifer, âviewers of a collection should be able to repeat any action during access that were performed during capture.â You can either keep your collection private or create a public listing of specific items from a collection in order to create a portfolio.Â
Conifer feels like a work in progress. The Soviet anthem hailed the socialist union that it celebrated as âindestructibleâ. Yet 30 years ago this week, the then Russian president, Boris Yeltsin, together with the leaders of Ukraine and Belarus, signed the agreement that created the Commonwealth of Independent States . It was the end for the Union of Soviet Socialist Republics (USSR).
Events unfolded in a deliberately discreet location: a hunting lodge for the Soviet elite tucked away in a forest in Belarus. As historian Vladislav Zubok writes in his new book Collapse: The Fall of the Soviet Union , previous guests had included Cuban president Fidel Castro and the East German communist leader Erich Honecker. By Sunday December 8, he wrote: âSome 160 journalists had arrived, intrigued by the proceedings.â

They were not to be denied a front row seat in the audience for this final act.
Perestroika â meaning âreconstructionâ â was the policy that the Soviet leader, Mikhail Gorbachev, had intended should reinvigorate the moribund Soviet system. Instead it led to its downfall, finally confirmed that cold weekend in late 1991.
Gorbachev had not expected the path ahead to be easy. Still, as Zubok argues, he could have prepared himself better. Instead, as he recounts, Gorbachev âwillingly overlooked history lessons apparent to those who had read widely on world and Russian historyâ. Many conservative elements in the Soviet political elite were wary of change. So along with perestroika came glasnost â meaning âopennessâ â licence for unprecedented public discussion of the problems that beset the Soviet system.
Journalists could cover stories that had previously been taboo. In effect, Gorbachev enlisted them to promote his cause. They willingly took on the role. As journalist and academic Ivan Zassoursky put it in his 2004 book Media and Power in Post-Soviet Russia : âwith the sanction of the general secretary, journalists also attacked the party establishmentâ.
Optimism characterised both the Soviet and international reporting of that period. This was the era of âthe end of historyâ â in Francis Fukuyamaâs phrase â a time when he and many others hailed what they believed they saw coming: âan unabashed victory of economic and political liberalismâ.
Even those who might not have shared this great enthusiasm for the triumph of western liberalism remember an era more exciting than any other. âYou could practically talk to anybody, fear dissipated, it was an extraordinary time,â remembered Moscow-based Canadian journalist Fred Weir in an interview for my 2020 book: Assignment Moscow: Reporting on Russia from Lenin to Putin .
Weir first arrived in Moscow in 1986, the year after Gorbachev came to power. He came to the Soviet Union as the correspondent for a communist newspaper, The Canadian Tribune . So he was not a natural ally of those who enthusiastically embraced the collapse of Soviet socialism. Still he remembers, âan amazing timeâ.
The end of communism was the start of my own career reporting international news. I went to Moscow as a producer for the TV news agency Visnews (later Reuters Television). I was just in time to see the world that I had grown up in change forever. The Cold War, in which the rival power blocs of Soviet communism and American capitalism, faced off against each other was ending.
Three decades later, I have been reflecting a lot on the relationship between journalism and history. I have been remembering how quickly those feelings of excitement and optimism in Russiaâs relations with the west fizzled out. The consequences of the Soviet collapse are still felt today in the conflict in Ukraine, and the confrontation between the Kremlin and the west that has resulted from that conflict.
Part of that confrontation has arisen from differing interpretations of the second world war. If you have not read it, I recommend the excellent 2020 paper by Andrei Kolesnikov , an expert on Russian domestic politics at the Carnegie Endowment for International Peace on the subject: Our Dark Past is our Bright Future .
I would argue that we are now in an era when journalists need more than ever to understand the way that history is used to promote political narratives in current events. History influences both contemporary political and journalistic discourse both within the west and between the west and Russia. Thatâs why we at City, University of London, where I teach in the department of journalism, are starting a new degree in Journalism, Politics and History.
Think of Black Lives Matter and the discussion it has led to over the legacy of empire and slavery. Or of how both sides in the Brexit debate co-opted Britainâs role in the second world war. Think too of Vladimir Putinâs broadside against the west on the 75th anniversary of the end of that conflict when he warned, in an article for the National Interest : âHistorical revisionism, the manifestations of which we now observe in the west, primarily with regard to the subject of the second world war and its outcome, is dangerous.â
Now, 30 years after the end of the Soviet Union, Russiaâs relations with the west are worse than at any time since the end of the Cold War. In June 2021 â referring to the current focus of greatest tension between Russia and the west, Ukraine â Putin insisted, that â Russians and Ukrainians were one people â a single whole â. More recently, UK and US foreign policy chiefs have been keen to stress their support for Ukraineâs sovereignty.
Here are two vastly differing interpretations of distant and recent history casting a shadow over current events. Anyone seeking to write the first draft of history, therefore, needs to know history themselves.

A private jet with 10 people on board has crashed in Russia - with the man who led a short-lived mutiny against the country's top brass on the passenger list.
Russian authorities said Wagner boss Yevgeny Prigozhin boarded the flight, though there has been no absolute confirmation of his death.
The Russian news agency Interfax said 10 bodies had been recovered from the site.
Footage from the scene - about 185 miles north of Moscow - shows flames leaping from the wreckage.
Here's what we know so far.
What happened?
A private Embraer Legacy aircraft was travelling from Moscow to St Petersburg when it crashed.
Russian authorities said there were no survivors.
Russian state-owned TASS news agency reported seven passengers and three crew were on board the Embraer aircraft and were all killed.
According to Reuters, there are reports they were attending a meeting with officials from Russia's defence ministry.
A Telegram channel affiliated with the Wagner Group has said Prigozhin was killed in the plane crash. It called him a hero and a patriot who had died at the hands of unidentified people described as "traitors to Russia".
The plane came down near the village of Kuzhenkino Tver - and unconfirmed reports suggest it belonged to Prigozhin.
Who was on board?
A list of those on board has been published by Russia's Federal Air Transport Agency.
Russia's civil aviation authority said Prigozhin was on the passenger list, and later added that he was travelling with Wagner commander Dmitry Utkin.
Utkin was Prigozhin's right-hand man - a shadowy figure covered in Nazi tattoos including a swastika and lightning bolts.
Prigozhin's security chief Valeriy Chekalov was also said to be on the flight - with the other four passengers named as Sergey Propustin, Yevgeny Makaryan, Alexander Totmin and Nikolay Matuseev.
Sky's Moscow correspondent Diana Magnay says that, if the deaths are confirmed: "That is essentially the top echelons of the Wagner Group taken out in one fell swoop - and it is exactly two months to the day that Prigozhin launched his very short-lived mutiny."
The crew members on the doomed flight have been named as commander Aleksei Levshin, co-pilot Rustam Karimov and flight attendant Kristina Raspopova.
What could have caused the crash?
Our military analyst Sean Bell said plane crashes are traditionally in bad weather - and conditions were clear at the time.
Referring to footage of the incident, he added: "This aircraft looks as if it's completely out of control - it's spiralling down, there are vapour trails coming from it - all of which indicates it's had some sort of catastrophic failure in the air."
Magnay says there have been reports of a second plane behind the one that crashed that was zig-zagging through the sky.
Security and defence analyst Professor Michael Clarke says the way the plane came down doesn't indicate there was a bomb on board - but it did look like an aircraft that had been hit by something outside that did enough damage to wreck the controls.
Flightradar24 says data from the aircraft shows it descended sharply about 33 minutes into the flight.

Who is Yevgeny Prigozhin?
Once a close confidant of Russian President Vladimir Putin, Prigozhin founded Wagner - a private military company whose fighters were on the ground in Ukraine.
But in recent months, Prigozhin had been a vocal critic of Russia's defence ministry, as well as top generals, in their handling of the invasion.
He led a short-lived mutiny against the country's top military brass in June - and at the time, he was described by Mr Putin as a "traitor".
The rebellion ended when Belarusian President Alexander Lukashenko stepped in to broker a deal, with Prigozhin agreeing to relocate to Belarus.
What has happened since the rebellion?
Earlier this week, Prigozhin made a video address for the first time since the aborted mutiny.
Wearing camouflage and holding a rifle, he appeared to be in Africa - and talked about Russia making the continent "free".
Prigozhin spoke of how Wagner was tackling terrorist groups in the region, and "making life a nightmare for ISIS and al Qaeda and other bandits".
His mercenary group has been accused by the UN and other agencies of widespread human rights abuses.
Where is Vladimir Putin?
Amid reports that Prigozhin is dead, Mr Putin was attending a concert in Kursk.
The event is dedicated to the 80th anniversary of Soviet troops' victory in the Battle of Kursk.
Soldiers joined the president on stage, with Mr Putin pinning medals on troops.
The Russian president has also been participating in the BRICS summit - appearing virtually alongside leaders from Brazil, India, China and South Africa.
What has been the reaction to the plane crash?
Boris Bondarev, a former Russian diplomat, told Sky News that the death of Prigozhin would benefit Mr Putin.
And Christopher Steele, a former British intelligence officer, said he believed such an incident involving the mercenary chief was "inevitable" following his failed revolt.
Mr Steele claims a contract had been put out on Prigozhin by members of Russia's business community in recent weeks.
Sean Bell has said the crash could be a ploy to let the Wagner boss live peacefully in exile.
"This might have been an engineered story for Prigozhin to slip quietly away and live in exile somewhere, under a wig and with a degree of privacy," he added.
US President Joe Biden, who is on holiday in California, has been briefed.
Adrienne Watson, America's national security spokesperson, said: "We have seen the reports. If confirmed, no one should be surprised."
And Alicia Kearns, who chairs the UK's Foreign Affairs Committee, told Sky News that the speed at which the Russian government confirmed Prigozhin was on the passenger list "should tell us everything we need to know".
Reports have suggested that the plane was shot down by Russian air defence forces, and the British MP says this suggests Mr Putin is "sending a very loud message".
A UK government spokesperson said the Foreign Office is "monitoring the situation closely".

Was this an act of revenge from Putin?
Many see Prigozhin's reported death as a response from the Kremlin to Wagner's brief armed rebellion against the Russian military.
General Lord Richard Dannatt, ex-chief of the British army, told Sky News Mr Putin was "most likely" behind the plane crash.
He added that even if it wasn't ordered by the Russian president himself, "it was by someone who knows what Putin would have wished".
Sky's international affairs editor Dominic Waghorn said "treason does not pay" and "Putin has never tolerated traitors".
"He will hope the presumed assassination will draw a line under that embarrassing mutiny and deter any other threats and that it will bolster his power which has been weakened by the failed coup."

What does this mean for the war in Ukraine?
Prof Clarke says that - if Prigozhin is dead - it will have a "marginal" effect on the conflict, but it will show that Russia is a "gangster state".
He explained: "It is run in a gangster way from the top, right through the very bottom with corruption down at the lowest possible level."
The security and defence analyst expects more details to emerge in the coming hours - and said caution is needed.
"It is not obvious he is dead at the moment, he probably is, but there is still some plausible idea this might be some sort of setup," he added.
The crash has been reported on Russian state television.

Words appear in blog posts or descriptions of product features and benefits. But writers can also shine in video scripts, along with set designers, actors, and filmmakers. Writers can take any topic and help make it captivating.

Iâm always a fan of Doveâs #KeepBeautyReal campaigns. Most recently, it created an example of powerful writing in this simple question, â What kind of beauty do we want AI to learn?â
Capitalizing on the AI trend and interest, Dove illustrates the difference between AI-created images for prompts about âbeautiful womenâ and âbeautiful women according to Doveâs Real Beauty ads.â In the first three months of its debut, the video with few words has earned over 100K views on Dove’s YouTube channel and garnered mainstream and industry media attention.

This headline example â 14 Ways Marketing Automation Helps B2B Companies Succeed â earns an emotional marketing value (EMV) of 37.5%. Most professional copywritersâ headlines typically have a 30% to 40% EMV score.

Given your audience reads on screens, your web writing usually appears in a small space. Yet, it still must reflect a strong message.
For example, this American Express Business web copy uses five words to indicate that it gets the readerâs problem â âDonât stress over seasonal surges.â Then, it uses another five words to indicate that it has a solution â âHelp you keep your business thriving.â On the right, it shows the product name that will do all that (American Express business line of credit.)
Choosing a single word to convey the perfect sentiment makes the most of your available content space. To help, Jon Morrow of Smart Blogger offers a collection of words that can make a difference in your writing: 801+ Power Words That Make You Sound Smart . Here are 15 of them:
In this headline â Firefox Hacks for Everyone: From Cozy Gamers to Minimalists and Beyond â the Mozilla blog opted for one of the power words, âhack.â
Iâll issue a caveat on this option: Power words can quickly become overused. âHackâ is coming close to saturation.
I like to know content length rules and preferences. They give me guideposts for my web writing.
Google makes 30 characters available in its ad headlines, and itâs hard to go shorter than that. This simple sample â Best Enterprise CRM Platform â is 28 characters.
On social media, though, the character parameters are greater, and you could improve engagement by falling short of the upper limits.
Instagram is a perfect example of where writing content short of the 2,200-character maximum caption is a better decision. In fact, experts say the ideal length is 125 characters, which takes up the space visible before the viewer must click to read more.
Still, sometimes writing fewer than 125 characters can work well and draw attention in a crowded feed, as this sample from Grammarly shows. Its caption â âLearn actionable strategies for leveraging Gen AI to elevate your teamâs productivity.â â totals just 88 characters.
Of course, exceptions exist. If your contentâs primary goal is search engine optimization, longer content is almost always best. As a website ages, it may be able to get by with shorter pieces because itâs already established authority and has more pages, inbound links , etc. However, extended content often helps generate high rankings for targeted keyword phrases and similar words.
You donât need to use a lot of words to get your point across. Short ones can work in your favor. Consider these common examples of better choices:

Parallel construction organizes the text and relieves your readers of expending mental energy to piece together the thoughts.
The list is parallel because every sentence starts the same way â with a verb .
Avoid splitting infinitives. However, sometimes you might need to bypass grammatically correct in favor of unawkward content.

A conversational approach typically works best when youâre creating web content. Writing in the first or second person can accomplish this.
Embracing inclusivity also fosters a conversational atmosphere.
When youâre using pronouns, make sure itâs clear to what the pronoun refers. Given some people use they/them pronouns, ensuring pronoun clarity is especially important.
In those cases where the reader may be confused, explain the personâs use of the plural non-gendered pronoun in the text, for example, âAlex Alumino, who uses they/them pronouns …â Even better, just repeat their name in the sentence so thereâs no need to explain and no misunderstanding.
Redundancy bores. To figure out if youâre committing this sin, paste your text into the Word It Out tool. The word cloud reveals those used most often in your text.
We input a recent CMI article about user stories to create a word cloud for that content sample. It is no surprise that âuserâ shows up front and center, but itâs also an indicator for us to review the article to see if âuserâ is overused. âKatieâ also shows up prominently in the word cloud as itâs the first name of the source for the article, and CMI uses first, instead of last names, on second and subsequent references. A review of the article could reveal it unnecessarily references the source too many times.

As you write, think about how the text will look visually. Make it easy for readers to scan your content by including:
If your content doesnât flow as you speak it, it may not work for the reader . Pay attention to when you take too many pauses or pause in places where no comma exists. Adjust your text â add a comma or break the sentence into two.
