Synopsis / शोध प्रारूपिका (लघु शोध व शोध के विद्यार्थियों हेतु)

किसी भी क्षेत्र में शोध करने से पूर्व मनोमष्तिष्क में एक तूफ़ान एक हलचल महसूस होती है, शोध परिक्षेत्र की तलाश प्रारम्भ होती है, विषय की तलाश से लेकर परिणति तक का आयाम मुखर होने लगता है और इसी मनोवेग वैचारिक तूफ़ान को शोध एक सृजनात्मक आयाम देता है एवं अस्तित्व में आता है शोध प्रोपोज़ल या शोध प्रारूपिका। हमारे शोधार्थियों में इसके लिए शब्द प्रचलन में है: —- Synopsis.

शोध को क्रमबद्ध वैज्ञानिक स्वरुप देने हेतु लघुशोध व शोध के विद्यार्थी सरलता से कार्य कर सहजता से इस परिणति तक ले जा सकते हैं, Synopsis के चरणों(Steps) को इस प्रकार क्रम दिया जा सकता है –

1. प्रस्तावना(Introduction)-

जिस तरह रत्नगर्भा पृथ्वी के गर्भ से प्राप्त अयस्क परिशोधन से शुद्ध धात्वीय स्वरुप प्राप्त करते हैं उसी प्रकार हमारे मस्तिष्क में उमड़ते-घुमड़ते तथ्य प्रगटन के लिए अपने परिशुद्ध स्वरुप को प्राप्त करने का प्रयास करते हैं और हम अपनी क्षमता के अनुसार उसे बोधगम्य बनाकर उसका प्रारम्भिक स्वरुप प्रस्तुत करते हैं जो मूलतः हमारे विषय से सम्बन्ध रखता है, शीर्षक से जुड़ाव का यह मुखड़ा, भूमिका या प्रस्तावना का स्वरुप लेता है इसके शब्द हमारी क्षमता अधिगम स्तर और प्रस्तुति कौशल के अनुसार अलग-अलग परिलक्षित होता है इसमें वह आलोक होता है जो हमारे शोध का उद्गार बनने की क्षमता रखता है।

2. आवश्यकता क्यों?(Importance)-

यह बिंदु विषय-वस्तु के महत्त्व को प्रतिपादित करता है और उस पर कार्य करने के औचित्य को सिद्ध करता है कि आखिर अमुक चर को या अमुक पात्र या विषय वस्तु को ही हमने अपने अध्ययन का आधार क्यों बनाया? हमें देश, काल, परिस्थितियों के आलोक में अपने विषय और उसी परिक्षेत्र पर कार्य करने की तीव्रता का परिचय कराना होता है इसे ऐसे शब्दों में लिखा जाना चाहिए कि पढ़ने वाला उसकी तीव्रता को महसूस कर सके और उसका मानस सहज रूप से आपके तर्कों का कायल हो जाए।

3. समस्या(Problem)-

यहाँ समस्या या समस्या कथन से आशय शोध के ‘शीर्षक’ से है। शीर्षक संक्षिप्त, सरल, सहज बोधगम्य व सार्थक भाव युक्त होना चाहिए अनावश्यक विस्तार या अत्यधिक कठिन शब्दों के प्रयोग से बचकर उसे अधिक पाठकों की बोधगम्यता परिधि में लाया जा सकता है यह शुद्ध व भाव स्पष्ट करने में समर्थ होना चाहिए। शोध स्वरूपानुसार इसका उपयुक्त चयन व शुद्ध निरूपण होना चाहिए।

4. उद्देश्य(Objectives)-

उद्देश्य बहुत सधे शब्दों में बिन्दुवार दिए जाने चाहिए। तुलनात्मक अध्ययन में निर्धारित चर के आधार पर न्यादर्श के प्रत्येक वर्ग का दुसरे से तुलनात्मक अध्ययन करना, उद्देश्य का अभीप्सित होगा यह शोधानुसार क्रमिक रूप से व्यवस्थित किए जा सकते हैं।

5. परिकल्पनाएं(Hypothesis)-

परिकल्पनाओं का स्वरुप शोध के स्वरुप पर अवलम्बित होता है। सकारात्मक, नकारात्मक और शून्य परिकल्पना अस्तित्व में है लेकिन शोध हेतु शून्य परिकल्पना सर्वाधिक उत्तम रहती है, इसको भी क्रमवार तुलना के स्वरुप के आधार पर व्यवस्थित करते हैं। यदि ग्रुप ‘A’ और ग्रुप ‘B’ के लड़कों की ‘कम्प्यूटर के प्रति भय’ के आधार पर तुलना करनी हो तो इसे इस प्रकार लिखेंगे :

ग्रुप ‘A’ और ग्रुप ‘B’ के लड़कों में कम्प्यूटर के प्रति भय के आधार पर कोई सार्थक अन्तर नहीं है।

6. प्रतिदर्श(Sample)-

प्रतिदर्श या न्यादर्श शोध की प्रतिनिधिकारी जनसंख्या होती है यह समस्या के स्वरुप, शोधार्थी की क्षमता, समय व साधनों द्वारा निर्धारित होती है। शोध हेतु चयनित जनसंख्या का शोध स्वरूपानुसार विभिन्न वर्गों में वितरण कर लेते हैं जिससे परस्पर तुलना सुगम हो जाती है यह भी परिकल्पना निर्धारण में सहायक होती है।

7. शोध विधि(Research Method)-

इसका निर्धारण शोध शीर्षक के स्वरुप पर अवलम्बित होता है हिस्टॉरिकल रिसर्च या सर्वेक्षण आधारित शोध Synopsis के पूरे स्वरुप को प्रभावित करते हैं। शोध विधि, शोध की दिशा तय करने में सक्षम है।

8. शोध उपकरण(Research Tools)-

शोध स्वरूपानुसार ही इसकी आवश्यकता होती है कुछ प्रामाणिक शोध उपकरण मौजूद हैं एवं कभी आवश्यकता अनुसार खुद भी स्व आवाश्यक्तानुसार शोध उपकरण विकसित करना होता है। वर्णनात्मक शोध प्रबन्ध में इसकी आवश्यकता नहीं होती।

9. प्रयुक्त सांख्यिकीय विधि(Used Statistical Method)-

जिन शोध के प्राप्य समंक होते हैं उनसे किसी निष्कर्ष तक पहुँचने में शोध की प्रवृत्ति के अनुसार सांख्यिकी का प्रयोग करना होता है यहां केवल प्रयुक्त सूत्र एवं उसमे प्रयुक्त अक्षर का आशय लिखना समीचीन होगा।

10. परिणाम, निष्कर्ष एवं सुझाव(Result, Outcome & Suggestion)-

इस भाग में केवल इतना लिखना पर्याप्त होगा कि ‘प्रदत्तों का सांख्यकीय विश्लेषण से प्राप्त परिणामों के आधार पर निष्कर्ष निकाला जायेगा एवं भविष्य हेतु सुझाव सुनिश्चित किए जाएंगे।

11. प्रस्तावित रूपरेखा (शोध स्वरूपानुसार)(Proposed Framework)-

• सम्बन्धित साहित्य का अध्ययन
• अध्ययन की योजना का प्रारूप
• आकङों का विश्लेषण एवं विवेचन
• शोध निष्कर्ष एवं सुझाव

जहां सांख्यिकीय विश्लेषण आवश्यक नहीं है उन वर्णनात्मक, ऐतिहासिक या विवेकनात्मक शोध में चतुर्थ अध्याय आवश्यकतानुसार परिवर्तनीय होगा।

जुलाई 2023 में खुदरा मुद्रास्फीति में उल्लेखनीय वृद्धि देखी गई, जो 7.44% तक पहुँच गई, जिससे भारत के लिये गोल्डीलॉक्स परिदृश्य तैयार हुआ जो निवेशकों एवं बचतकर्ताओं की आर्थिक स्थिति के बारे में अनिश्चितताओं को दर्शाता है।

• गोल्डीलॉक्स परिदृश्य एक अर्थव्यवस्था के लिये आदर्श स्थिति का वर्णन करता है जहाँ अर्थव्यवस्था बहुत अधिक विस्तार या संकुचन नहीं कर रही है। गोल्डीलॉक्स अर्थव्यवस्था में स्थिर आर्थिक विकास होता है, जिससे मंदी को रोका जा सकता है, लेकिन इतनी अधिक वृद्धि नहीं होती कि मुद्रास्फीति बहुत अधिक बढ़ जाए।

भारत का वर्तमान आर्थिक परिदृश्य और अनुमान:

• वर्ष 2023-24 के लिये अनुमानित सकल घरेलू उत्पाद (GDP) वृद्धि 6.5% है, जबकि बेंचमार्क सेंसेक्स सूचकांक वर्तमान में 65,000 अंक पर है।
• दूसरी ओर आगामी महीनों में सोने और बैंक जमा दरों के स्थिर रहने की उम्मीद है।
• भारतीय रिज़र्व बैंक (Reserve Bank of India-RBI) का अनुमान है कि वर्ष 2024-25 की पहली तिमाही तक मुद्रास्फीति 5% से ऊपर रहेगी और संभावित रूप से वर्तमान तिमाही (जुलाई-सितंबर) 2023 में 6.2% तक पहुँच जाएगी जो RBI के 4% के कम्फर्ट लेवल (Comfort Level) से अधिक होगी।
• अगले कुछ महीनों तक खाद्य पदार्थों की कीमतें ऊँची रहने की आशंका है। जुलाई के आँकड़ों के अनुसार अनाज व दालों (दोनों में कुल 13%), मसालों (21.6%), दूध (8.3%) के साथ-साथ सब्जियों की कीमतों (37.3%) में वृद्धि देखी गई है।
• सरकारी हस्तक्षेप और नई फसल की आवक से अंततः इस दबाव के कम होने की उम्मीद है।
• उच्च मुद्रास्फीति अनुमानों को देखते हुए ब्याज दर में किसी प्रकार की कटौती की संभावना अगले वित्तीय वर्ष (2024-25) तक के लिये टाल दी गई है ।
• मौद्रिक नीति समिति (Monetary Policy Committee- MPC) द्वारा आगामी बैठक में नीतिगत दरों को बनाए रखने की संभावना है जिसमें संभावित रूप से ब्याज दर में पहली कटौती अगले वित्तीय वर्ष में होगी।
• महँगाई और ऊँची ब्याज दरों के बावजूद भारतीय बाज़ार ने अच्छा प्रदर्शन किया है।
• दृढ़ आय की संभावनाओं और स्टेबल मैक्रो कंडीशन के समर्थन से भारत ने अन्य बाज़ारों से बेहतर प्रदर्शन किया है।

बढ़ती महँगाई का भारतीय अर्थव्यवस्था पर प्रभाव:

• जब मुद्रास्फीति अधिक होती है तो स्टॉक की कीमतें कम आँकी जाती हैं और सोने का मूल्य बढ़ जाता है। बढ़ती मुद्रास्फीति के कारण क्रय शक्ति कम हो जाती है जिससे वास्तविक आय कम हो जाती है।
• अप्रैल 2022 से भरतीय रिज़र्व बैंक की रेपो रेट में लगातार बढ़ोतरी के कारण उधार दरों में समग्र वृद्धि हुई है, जिससे विभिन्न प्रकार के ऋणों का काफी प्रभाव पड़ा है।
• मुद्रास्फीति का समाज के विभिन्न समूहों पर असमान प्रभाव पड़ सकता है । देनदारों से प्राप्त धन का मूल्य घटने से लेनदारों को नुकसान हो सकता है।
• इसके विपरीत देनदारों को उन पैसों से ऋण चुकाने से लाभ हो सकता है जिनकी कीमत उनके उधार लेने के समय की कीमत से कम है।
• किसी देश में उच्च मुद्रास्फीति उसकी अंतर्राष्ट्रीय प्रतिस्पर्द्धात्मकता को कम कर सकती है । यदि घरेलू कीमतें व्यापारिक साझेदार देशों की तुलना में तेज़ी से बढ़ें तो देश का निर्यात वैश्विक बाज़ार में कम आकर्षक हो सकता है।
• मुद्रास्फीति के कारण कभी-कभी बढ़ी हुई पारिश्रमिकी और मूल्य चक्र की शुरुआत हो सकती है। बढ़ती लागत के साथ समन्वय बनाने के लिये श्रमिक उच्च मज़दूरी की मांग करते हैं और व्यवसायों में लगने वाली उच्च लागतों के कारण कीमतें उच्च होती हैं जिनका दबाव उपभोक्ताओं पर पड़ता है। इस चक्र के परिणामतः मुद्रास्फीति की स्थिति लगातार बनी रह सकती है।
• मुद्रास्फीति की बढ़ती चिंताओं को देखते हुए सरकार और भारतीय रिज़र्व बैंक को मुद्रास्फीति के दबाव को प्रबंधित करने के लिये मिलकर काम करने की आवश्यकता है। इसमें खाद्य कीमतों को स्थिर करने, आपूर्ति शृंखला दक्षता में सुधार करने और सुरक्षात्मक मौद्रिक नीति बनाए रखने जैसे लक्षित उपाय शामिल हो सकते हैं।

प्रश्न पत्र -1

1. उन्नत व्यष्टि अर्थशास्त्र :

(क) कीमत निर्धरण के मार्शलियन एवं वालरासियम उपागम ।

(ख) वैकल्पिक वितरण सिद्दांत: रिकार्डों, काल्डोर, कलीकी ।

(ग) बाजार संरचना: एकाधिकारी प्रतियोगिता, द्विअधिकार, अल्पाधिकार ।

(घ) आधुनिक कल्याण मानदंड: परेटी हिक्स एवं सितोवस्की, ऐरो का असंभावना प्रमेय, ए. के. सेन का सामाजिक कल्याण फलन ।

2. उन्नत समष्टि अर्थशास्त्र :

नियोजन आय एवं ब्याज दर निर्धरण के उपागम: क्लासिकी,कीन्स (IS-LM) वक्र , नवक्लासिकी संश्लेषण एवं नया क्लासिकी, ब्याज दर निर्धरण एवं ब्याज दर संरचना के सिद्दांत ।

3. मुद्रा बैंकिंग एवं वित्त:

(क) मुद्रा की मांग और पूर्ति : मुद्रा का मुद्रा गुणक मात्रा सिद्दांत (फिशर, पीक एवं फाइडमैन) तथा कीन का मुद्रा के लिए मांग का सिद्दांत, बंद और खुली अर्थव्यवस्थाओं में मुद्रा प्रबंधन के लक्ष्य एवं साधन । केन्द्रीय बैंक और खजाने के बीच संबंध । मुद्रा की वृद्दि दर पर उच्चतम सीमा का प्रस्ताव ।

(ख) लोक वित्त और बाजार अर्थव्यवस्था में इसकी भूमिका: पूरी के स्वीकरण में, संसाधनों का विनिधन और वितरण और संवृद्दि । सरकारी राजस्व के स्रोत, करों एवं उपदानों के रूप, उनका भार एवं प्रभाव । कराधान की सीमाएं, ऋण, क्राउडिंग आउट प्रभाव एवं ऋण लेने की सीमाएं । लोक व्यय एवं इसके प्रभाव ।

4. अन्तर्राष्ट्रीय अर्थशास्त्र :

(क) अन्तर्राष्ट्रीय व्यापार के पुराने और नए सिद्दांत:

(I) तुलनात्मक लाभ,

(II) व्यापार शर्तें एवं प्रस्ताव वक्र,

(III) उत्पाद चक्र एवं निर्णायक व्यापार सिद्दांत,

(IV) ‘‘व्यापार, संवृद्दि के चालक के रूप में’’ और खुली अर्थव्यवस्था में अवविकास के सिद्दांत ।

(ख) संरक्षण के स्वरूप: टैरिफ एवं कोटा ।

(ग) भुगतान शेष समायोजन: वैकल्पिक उपागम:

(I) कीमत बनाम आय, नियत विनिमय दर के अधीन आय के समायोजन ।

(II) मिश्रित नीति के सिद्दांत ।

(III) पूंजी चलिष्णुता के अधीन विनिमय दर समायोजन ।

(IV) विकासशील देशों के लिए तिरती दरें और उनकी विवक्षा, मुद्रा (करेंसी) बोर्ड ।

(V) व्यापार नीति एवं विकासशील देश ।

(VI) BOP खुली अर्थव्यवस्था समष्टि माॅडल में समायोजन तथा नीति समन्वय ।

(VII) सट्टा ।

(VIII) व्यापार गुट एवं मौद्रिक संघ ।

(IX) विश्व व्यापार संगठन (WTO) : TRIM, TRIPS घरेलू उपाय WTO बातचीत के विभिन्न चक्र ।

5. संवृद्दि एवं विकास :

(क) (I) संवृद्दि के सिद्दांत: हैरड का माॅडल ।

(II) अधिशेष श्रमिक के साथ विकास का ल्यूइस माॅडल ।

(III) संतुलित एवं असंतुलित संवृद्दि ।

(IV) मानव पूंजी एवं आर्थिक वृद्दि ।

(ख) कम विकसित देशों का आर्थिक विकास का प्रक्रम: आर्थिक विकास एवं संरचना परिवर्तन के विषय में मिडल एवं कुजमेंटस: कम विकसित देशों के आर्थिक विकास में कृषि की भूमिका ।

(ग) आर्थिक विकास तथा अंतर्राष्ट्रीय एवं निवेश, बहुराष्ट्रीयों की भूमिका ।

(घ) आयोजना एवं आर्थिक विकास: बाजार की बदलती भूमिका एवं आयोजना, निजी-सरकारी साझेदारी ।

(घ) कल्याण संकेतक एवं वृद्दि के माप-मानव विकास के सूचक । आधारभूत आवश्यकताओं का उपागम ।

(च) विकास एवं पर्यावरणी धारणीयता-पुनर्नवीकरणीय एवं अपुनर्नवीकरणीय संसाधन, पर्यावरणी अपकर्ष अंतर-पीढ़ी इक्विटी विकास ।

प्रश्न पत्र -2

1. स्वतंत्रता पूर्व युग में भारतीय अर्थव्यवस्था:

भूमि प्रणाली एवं इसके परिवर्तन, कृषि का वाणिज्यिीकरण, अपवहन सिद्दांत, अबंधता सिद्दांत एवं समालोचना । निर्माण एवं परिवहन: जूट कपास, रेलवे, मुद्रा एवं साख ।

2. स्वतंत्रता के पश्चात् भारतीय अर्थव्यवस्था:

(क) उदारीकरण के पूर्व का युग

(I) वकील, गाइगिल एवं वी. के. आर. वी. राव के योगदान ।

(II) कृषि: भूमि सुधर एवं भूमि पट्टा प्रणाली, हरित क्रांति एवं कृषि में पूंजी निर्माण ।

(III) संघटन एवं संवृद्दि में व्यापार प्रवृत्तियां, सरकारी एवं निजी क्षेत्रों की भूमिका, लघु एवं कुटीर उद्योग ।

(IV) राष्ट्रीय एवं प्रतिव्यक्ति आय: स्वरूप, प्रवृत्तियां, सकल एवं क्षेत्रीय संघटन तथा उनमें परिवर्तन ।

(V)राष्ट्रीय आय व वितरण को निर्धरित करने वाले स्थूल कारक, गरीबी के माप, गरीबी एवं असमानता में प्रवृत्तियां ।

ख. उदारीकरण के पश्चात् का युग

(I) नया आर्थिक सुधार एवं कृषि: कृषि एवं WTO, खाद्य प्रसंस्करण, उपदान, कृषि कीमतें एवं जन वितरण प्रणाली, कृषि संवृद्दि पर लोक व्यय का समाघात ।

(II) नई आर्थिक नीति एवं उद्योग: औद्योगिकीरण निजीकरण,विनिवेश की कार्य नीति, विदेशी प्रत्यक्ष निवेश तथा बहुराष्ट्रीयों की भूमिका ।

(III) नई आर्थिक नीति एवं व्यापार: बौद्धिक संपदा अध्किार:TRIPS, TRIMS, GATS तथा NEW EXIM नीति की विवक्षाएं ।

(IV) नई विनिमय दर व्यवस्था: आंशिक एवं पूर्ण परिवर्तनीयता ।

(V) नई आर्थिक नीति एवं लोक वित्त: राजकोषीय उत्तरदायित्व अधिनियम, बारहवां वित्त आयोग एवं राजकोषीय संघवाद तथा राजकोषी समेकन ।

(VI) नई आर्थिक नीति एवं मौद्रिक प्रणाली: नई व्यवस्था में RBI की भूमिका ।

(VII) आयोजन: केन्द्रीय आयोजन से सांकेतिक आयोजना तक, विकेन्द्रीकृत आयोजना और संवृद्धि हेतु बाजार एवं आयोजना के बीच संबंध: 73वां एवं 74वां संविधन संशोधन ।

(VIII) नई आर्थिक नीति एवं रोजगार: रोजगार एवं गरीबी,ग्रामीण मजदूरी, रोजगार सृजन, गरीबी उन्मूलन योजनाएं, नई ग्रामीण रोजगार गारंटी योजना ।

वैकल्पिक विषय अर्थशास्त्र की पुस्तक सूचि

परीक्षा रणनीति

अर्थशास्त्र एक गतिज विषय है, अर्थात यह समसामयिक घटनाओं से जुड़ा हुआ है जिसके कारण प्रारंभिक परीक्षा एवं साक्षात्कार दोनों में इससे सहायता मिल सकती है | हिंदी माध्यम के अभ्यर्थियों के लिए भी अध्ययन सामग्री की कोई कमी नहीं है | कई “विषय- विशेष” समाचार पत्र-पत्रिकाएं भी उपलब्ध हैं | अतः जिन अभ्यर्थियों की इस विषय में रूचि हो अथवा जिनका इससे परिचय हो उनके लिए यह यूपीएससी में एक अच्छा विकल्प हो सकता है | अर्थशास्त्र के लिए सबसे पहली रणनीति तो यह होनी चाहिए की विषय वस्तु को ठीक से समझा जाए क्योंकि यह एक तार्किक एवं तथ्यात्मक विषय है | इसे पढने का तरीका बिलकुल वैज्ञानिक होना चाहिए | दूसरा इसमें गणना, आंकड़ों एवं विश्लेषण का अच्छा सम्मिश्रण है अतः तार्किक एवं बौद्धिक कुशलता का परिष्करण इस विषय के लिए अत्यंत लाभदायक होगा | सामान्य पुस्तकों के अतिरिक्त समसामयिक आर्थिक घटनाओं से अपने आप को आद्यतन रखना , आर्थिक समाचार पत्रों एवं पत्रिकाओं तथा विशेष तौर पर प्रतिवर्ष होने वाले आर्थिक सर्वेक्षण (economic survey) का गहन अध्ययन भी अत्यंत आवश्यक है | मुख्य परीक्षा में उत्तर लेखन मात्रात्म (quantitative) न हो कर गुणात्मक (qualitative) होना चाहिये | विषय के टॉपर्स द्वारा पाठ्यक्रम को बार- बार देखने तथा पिछले वर्ष के प्रश्न-पत्रों के अभ्यास की सलाह दी जाती है |

With Vice President Kamala Harris poised to replace President Biden on the Democratic ticket, her stances on key issues will be scrutinized by both parties and the nation’s voters.

She has a long record in politics: as district attorney of San Francisco, as attorney general of California, as a senator, as a presidential candidate and as vice president.

Here is an overview of where she stands.

Ms. Harris supports legislation that would protect the right to abortion nationally, as Roe v. Wade did before it was overturned in 2022, in Dobbs v. Jackson Women’s Health Organization.

After the Dobbs ruling, she became central to the Biden campaign’s efforts to keep the spotlight on abortion, given that Mr. Biden — with his personal discomfort with abortion and his support for restrictions earlier in his career — was a flawed messenger. In March, she made what was believed to be the first official visit to an abortion clinic by a president or vice president.

She consistently supported abortion rights during her time in the Senate, including cosponsoring legislation that would have banned common state-level restrictions, like requiring doctors to perform specific tests or have hospital admitting privileges in order to provide abortions.

As a presidential candidate in 2019, she argued that states with a history of restricting abortion rights in violation of Roe should be subject to what is known as pre-clearance for new abortion laws — those laws would have to be federally approved before they could take effect. That proposal is not viable now that the Supreme Court has overturned Roe.
