Primary Requirements and Documents Checklist for Forming an NGO

Non-Governmental Organizations commonly referred to as NGO and INGO’s are usually non-profit organizations and sometimes international organizations which are autonomous bodies and independent of governments that are active in humanitarian, educational, health care, public policy, social, human rights, environmental, and other areas to effect changes according to their objectives.

Primary Requirements and Documents Checklist for Forming an NGO

NGO Affairs Bureau and its Functionality

The NGO Affairs Bureau (hereinafter referred to as “NGOAB”) was established in 1990 with the authority to register and regulate all NGOs and INGOs operating with foreign funds in Bangladesh.

The above provides a framework for a voluntary organization to exist under a legal identity with a recognized governance structure, are discussed about the framework regarding foreign investment in our country for voluntary activities through the NGOs.

Any organization or individual wishing to operate voluntary activities by receiving and using foreign donations shall have to apply to the Director General of NGO Affairs Bureau in the prescribed Form FD-1 (9 copies). Upon receival of the application, the NGO Affairs Bureau shall forward the application to the Ministry of Home Affairs for their opinion. The entire procedure for registration may take 90 working days to complete, subject to query raised by the NGO Affairs Bureau and the opinion given by the Ministry of Home Affairs.

Procedure for registering a local NGO

The application for local NGO under Form FD-1 (9 copies) needs to be accompanied with the following documents:

i. List of Executive Committee in accordance to the prescribed chart provided by the NGO Affairs Bureau [6 copies];

ii. Constitution [6 copies];

iii. Plan of Operation (Work procedure, Organogram) [6 copies],

iv. Activities Report [6 copies], 

v. Minutes of the meeting regarding the constitution of executive committee (with the list of signed names of the general members present at the meeting) [6 copies];

vi. Copy of undertaking given by foreign doner (attested by gazetted officer) [6 copies];

vii. Photograph and NID copy of all members of the executive committee (attested by gazetted officer) [6 copies];

viii. List of names of general member (with Name, Father’s Name, Address and signature) [6 copies];

ix. Deposit Receipt of the Prescribed Fee BDT 50,000 (i.e. copy of treasury challan);

x. Deposit Receipt of the VAT on BDT 50,000 (i.e. copy of treasury challan).

*After verification of the documents the authority may ask for additional documents, at any stage.

Procedure for registering a INGO

The application for registration of an international NGO under Form FD-1 (9 copies) needs to be accompanied with the following documents:

1. Certificate of Incorporation in the Country of origin   (3 Copies)

2. Constitution (4 Copies) 

3. Activities Report (6 copies) 

4. Pian of Operation (Work / Organogram) (4 copies)

5. Decision of the committee/ Board to open office in Bangladesh (4 copies)

6. Letter of Appointment of the Country Representative (4 copies) 

7. copy of Treasury chalan in support of depositing us$ 9,000 or equivalent TK amount in the Code t-0323-0000-1836 and 15% Vat; Code No. (1133-00 35 -0311) (3 copies)

8. Deed of agreement stamp of TK.300 -with the landlord in support of opening the office in Bangladesh   (3 copies)

9. List of Executive Committee (foreign)  (4 copes)

10. Letter of Intent (5 copies)

After verification of the documents the authority may ask for additional documents, at any stage.

All the above documents, including the FD-1 Form, needs to be attested by respective Bangladesh Embassy

After registration the NGOs have adhere to the regulations and the requirements that are necessary and mandatory for an NGO to run successfully, after its establishment, without any interruption or obstacle.

NGOs must report to regulatory bodies i.e. NGO Affairs Bureau periodically. NGOs are accountable to the NGOAB for registration, approval of projects, fund release and monitoring of their activities, etc. NGOs submit the audited financial statements to NGOAB annually. Furthermore, it is a requisite condition that new projects have to be approved by NGOAB. Additionally, NGOs have to take approval from NGOAB for release of fund every year for each project on the basis of the satisfactory completion of the previous year plan. Sometimes NGOs have to take approval from concerned ministries and have to report the progress of the project periodically.

All NGOs with a branch in local areas have to report local authorities like office of the Deputy Commissioner (DC) and Upazilla Nirbahi Officer (hereinafter referred to as    UNO). They submit report to NGO Coordination Committee on implementation of development activities and credit activities on a monthly basis. They have to submit their annual report to the authority, NGOAB, once in a year. NGOs also attend NGO Coordination Meeting headed by Deputy Commissioner in every month and submit progress report of their activities. Moreover, every NGO has to conduct yearly audit by an NGOAB enlisted audit firm and submit the report to NGOAB. 

Unless any individual or NGO is exempted by a written order of the Government, each NGO undertaking and conducting voluntary activities fully or partially funded by foreign donation, shall submit to the Director General of NGOAB, a Declaration within the time frame and in the manner prescribed by him and such Declaration shall contain the amount received as foreign donation, its source and utilization.

If it appears that the appointment of foreign consultants, advisors or officers are required for in the approved Proposal of the Project, the NGO or individual undertaking the same shall apply to the Director General of the NGOAB for the appointment, extension of appointment and their security clearance in the prescribed form limiting such appointment within the approved man-month of such expatriate employees or consultants.

The Act also gives the Election Commission more authority in many cases. These include the Commission's right to request information from any organization, the power to make rules under the Act, the removal of any court's control over any activity related to the planning of the voter list, and the penalties for presenting inaccurate information, including obstruction.

 However it is indeed worth mentioning that after the promulgation of the Electoral Act 2009, maintenance of records of voters became easier which in turn made the voter registration process legitimate.The primary aim of the voters' list is to verify a person’s eligibility to vote in the local or municipal or parliamentary elections which is undoubtedly one of the most integral part of a fair election process.

Introduction:

In Bangladesh, many local and international NGOs are working day and night with their noble objectives in various sectors. Very often many foreign and national charitable organization wants to know the registration process for NGOs or charitable organization. This article talks about the registration procedures of various kinds of NGOs i.e. charitable organizations in Bangladesh.

Types of NGOs:

  • International NGO
  • National NGO

Registration of NGO:

  • International NGO:
  • NGO Affairs Bureau (NGOAB):

An international organization, which is registered outside of Bangladesh needs to be registered with NGO Affairs Bureau (NGOAB) before it can be operated in Bangladesh. Furthermore, to receive donations from foreign organizations or institutions, registration under NGOAB is mandatory for an International NGO or charity.

Foreign Donations (Voluntary Activities) Regulations Act, 2016 (FDRA)

  Process of Registration of NGO and Charity:

Step 01:  Application to the NGOAB

Step 02: Follow the prescribed format, namely ‘ FD -1 Form ’

Step 03: Submission of Necessary documents with FD-1 Form

Step 04: Payment of government fees, i.e. Treasury challan, VAT etc.

Step 05: Application forwarded to Ministries

Step 06: Security Check by the Law enforcement agency, i.e. Special Branch of Police and National Security Intelligence etc.

Step 07: Inspection, Monitoring and Review of the NGO by the Ministry

Step 08: Review and final scrutiny by the NGOAB and if satisfied then issuance of a letter of registration to operate in Bangladesh.

Step 9: Timeframe for the Registration process is officially stated that 90 working days but in practice, the entire procedure may take 6-7 months.

A time limit of Registration and Renewal:

The operational permit for an International NGO is for the next 10 years but the documents must be resubmitted within 6 months prior to the end of that 10 years to renew the time for operation in Bangladesh.

Option to operate without registration:

If an international NGO or charity has yet not been registered under NGOAB, then there is another way to operate its activities in this country and that is to partner up with an international organization which already has been duly registered, as per the said Act in Bangladesh. For example: working under the banner of a larger organization, with or without the associated services fees through abiding by the policy of the partner organization etc.

National NGO Registration Process:

Apart from availing registration under various departments, i.e. Department of Social Services , Microcredit Regulatory Authorities , Department of Women Affairs, Bangladesh Registrar of Joint Stock Companies and Firms etc., the local based NGOs in Bangladesh are also required to register at NGO Affairs Bureau (NGOAB) to receive donations from abroad, i.e. foreign organizations or institutions.

The registration process of a Local NGO is similar to the registration of an International NGO, as discussed above.

Microcredit Regulatory Authority (MRA):

The Microcredit Regulatory Authority (MRA) is the authorized central body which promotes and fosters the microfinance sector, as well is empowered to regulate, monitor and supervise the microfinance operations of the NGOs in Bangladesh. As per Microfinance Regulatory Act , 2006 , the duly registered organizations under the Societies Registration Act, 1860 ; The Trust Act, 1882 ; The Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 ; Cooperative Societies Act, 2001 and Company Act, 1994 can apply to Microcredit Regulatory Authority for a license to operate micro-credit program under the Microcredit Regulatory Authority Act, 2006

– Microfinance Regulatory Act , 2006  

Microcredit Regulatory Rules, 2010 .

Process of Registration:

Step 01:  Application to the authority in the prescribed form that is ‘ Annexure A ’.

Step 02: Submission of Necessary documents along with ‘ Annexure A ’.

Step 03: The Authority will evaluate the information provided with the application and upon satisfaction will request payment of the License Fee.

Step 04: The Authority will issue the license after the receipt of the license fee from the applicant but if the application is rejected, then the Authority will duly notify the applicant within thirty days in writing.

Department of Social Services (DSS):

An NGO or charity can be registered at the Department of Social Services (DSS) , under the  Ministry of Social Welfare . However, registration is applicable only to those organizations, which will provide welfare services to children, youth, women, families, physically or mentally handicapped, family planning, recreation, civic responsibility, released prisoners, juvenile delinquents, socially handicapped, beggars and the destitute, patients, the aged or infirm, social work, or co-ordination of social welfare agencies.

  • The Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 & related Rules, 1962 .

Step 01: Issuance of name clearance from the concerned office.

Step 02:  Application for registration to the authority in the prescribed form is ‘ Form-B ’.

Step 03:  Submission of required documents along with ‘ Form-B ’.

Step 05: Application forwarded to concerned Ministries

Step 08: Review and final scrutiny by the DSS and if satisfied then issuance of the registration.

Step 9: Timeframe for the Registration process under the Department of Social Services may take around 5-7 months, which may vary depending on circumstances.

Department of Women’s Affairs (DWA):

An organization that is willing to work for women’s and children’s welfare can register under the Department of Women’s Affairs (DWA) , under the Ministry of Women & Children Affairs . Its organizational structure is also similar to the Department of Social Services (DSS) .

The registration process is almost similar to the registration of the Department of Social Services under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961   & related Rules, 1962 , as discussed above.

 Registrar of Joint Stock Companies and Firms (RJSC):

An NGO or charity can be registered at Bangladesh Registrar of Joint Stock Companies and Firms under the Ministry of Commerce   and a great majority of non-profit organizations in Bangladesh have been formed and registered under this wide scope and flexibility to permit a broad range of activities.  

  • The Societies Registration Act, of 1860
  • The Companies Act, 1994 .  

Process of Registration under the Societies Registration Act :

Seven or more persons associated with any literary, scientific, charitable purpose or any other similar purposes may apply to the Bangladesh Registrar of Joint Stock Companies and Firms to form a society by subscribing to its memorandum of association, accompanied by the society’s rules and regulations.  

Step 01: Issuance of name clearance from RJSC.

Step 02: application to rjsc along with the memorandum of association and clearance letter for registration, with all the other required documents., step 03: payment of government fees.

Step 04: Security Check by the Law enforcement agency, i.e. Special Branch of Police and National Security Intelligence etc.

Step 05: Inspection, Monitoring and Review of the NGO by the concerned authorities.

Step 06: If satisfied then issuance of registration by the authority.

Process of Registration under the Companies Act:

As per the provisions of Section 28 of the Companies Act, 1994 , an association can be incorporated as a non-profit company conforming to the rules and regulations of a company with limited liability, when it obtains a license from the concerned authority, i.e. Bangladesh Registrar of Joint Stock Companies and Firms under the Ministry of Commerce .

The process of getting the registration form RJSC is almost the same as stated above. The government will grant a license when it is duly satisfied that the association will promote commerce, art, science, religion, charity or any other useful objectives and it will apply its profits or income to promote its objectives without paying any dividend to its members. These types of welfare-oriented companies may be incorporated as companies limited by guarantee under the Companies Act, of 1994 .  

  Trust Registration:

‘A trust may be created for any lawful purpose’ including charitable activity. The trustees are responsible to look after and management of the trust property to achieve the purposes as stated in the trust deed. A Trust can be created for any lawful purpose, i.e. for the benefit of children, for the public good, for religious purpose or any other purpose by the interested persons, namely- legal or natural, with a certain property, i.e. moveable or immovable, or fund for the purpose of welfare of the community. The trustee/s are responsible for looking after, as well as managing of trust property to achieve the purposes as stated in the trust deed.

  • Relevant Laws:

         – Trust Act, 1882

Process of Registration of a Trust:

Step 01: A trust can be created through a trust deed specifying the intention of the author of the trust.

Step 02: The author of the trust in the trust deed has to indicate with reasonable certainty about his intention to create the trust, the purpose of the trust, the beneficiary, the trust property and transfers of the trust property to the trustee.

Step 03: Certainty of words in unambiguous terms indicating intention, subject matter and specific objective is required for the creation of a valid trust.

Step 04: By registration of the trust deed the concerned organization can start functioning. For example, the trust deeds are registered at the Sub-Registrar Office where the head offices of the NGOs are situated. Foundations, trusts and such charitable organizations get registration under this Act.

Reporting regulatory authority of charitable trusts:

Till now, there is no regulatory authority to which charitable trusts are required to report and therefore it takes registration or license from other Non-Profitable Organizations’ regulatory or registration authorities for their smooth functioning. In such cases, Trusts have to report to that authority under the respective law.

Management of NGOs or charities under trust:

The management of a trust is done by a Board of Trustees by protecting the trust property, as well as, enhancing it to its maximum benefit, as defined in the trust deed.

 Waqf Registration:

The concept of Waqf under Muslim Law is to some extent similar to the English concept of trust. Here, the owner of a property, i.e. both movable and immovable, by a declaration in an instrument can create a waqf for the use of beneficiaries in perpetuity. The waqf is administered by a trustee who is known as a mutually in accordance with the conditions of the waqf instrument.

Step 01: Application to be filed by the Mutawallis waqf property at the office of the Administrator of Waqf

Step 02: On receipt of the application, the Administrator will proceed to register the waqf property after which, the Administrator will maintain its detailed information in his register, including the deeds, the name of the mutawalli, and the rules of succession to the office of mutually.

Shortcomings and Recommendations:

There are various NGOs or charity which has been formed and run under the Acts mentioned above but these same Acts has been making complexities at this present time. It is to be noted that, there is no uniform law to form an NGO, rather different types of laws, rules and regulations and bodies to form the same, based on its nature, objectives, purposes, constitution, resolutions etc. Hence, a consolidated uniform law can be said an utmost need for the smooth formation, functioning and regularization of NGOs in Bangladesh.

So things blur time to time, in general, NGO’s are considered to be non-profit, non-government-dependent, and to serve their specific function, but they may be a helping hand of the government, collect money, and make profit in order to fulfill their function.

They may not abide by company law or business law, but may be interested in the business as a separate agency of a related NGO. So close observation is required on both the de facto and the de jure activities of the NGO.

Thus, it can be inferred that the process of creation, the mission and the activities of an entity are the final proof that it is an NGO; that it must not be a completely viable business agency, or that it must serve the purpose of its constitution and function accordingly to the part of the government under which it operates for government purposes.

How to register an NGO in Bangladesh?

To get an NGO or an INGO registered in Bangladesh or an organization willing to operate or obtain foreign funding for the purpose of undertaking or carrying out any voluntary operation, it is imperative that such an organization be registered with the authority concerned and comply with the Government’s requirements.

According to the laws of Bangladesh, the term “voluntary activity” can be specified as “an activity undertaken or carried out by any person or organization of his or her own free will to provide agricultural, relief, missionary, educational , cultural, vocational, social, welfare and development services, and includes any activity that the Government can, from time to time, consider to be a Voluntary activity.”

Any entity whose activities fall within the ambit of the definition mentioned above needs to have it registered to carry out its operation in Bangladesh.

In order to register an International Non-Government Organization (INGO) or local based Non-Government Organization (NGO), an application needs to be filed with the concerned authority.  

The NGO Affairs Bureau (NGOAB) (which is under the Ministry of Social Welfare of Bangladesh) and the Ministry of Home Affairs shall be the relevant authorities in Bangladesh in this regard.

However, for example the Ministry of Health & Family Welfare or Ministry of Disaster Management and Relief or any other relevant authority which administers the entity’s activity shall also play a vital role.  

An NGO in Bangladesh can be registered in three ways:  

A. Under NGO Affairs Bureau  

B.   Under the Department of Social Services (DSS)

Process of NGO registration Under NGO Affairs Bureau in Bangladesh

Firstly, the registration of the INGO or the NGO must be carried out by the body of the NGOAB concerned. Application in the specified form shall be made to the NGOAB along with payment of the required fee and all related documents such as operation report, letter of intent, constitution, copy of the Treasury Challenge with respect to payment of registration fees, etc.

Upon submission of the application to the NGOAB, it shall be forwarded to the Ministry of Social Security and also to the Ministry of Home Affairs for review and inspection of the documents submitted.

Upon receipt of the papers, the Ministries concerned shall nominate the Special Branch of Police and National Security Intelligence to carry out a security check on the applicant and on such a matter of inspection as clearance forwarded to the Ministry of Home Affairs, provided that the approved bodies are pleased with their enquiries.

Once the approval has been issued to the NGOAB, it shall continue with the audit and final inspection of the documents. As per, Foreign Donations (Voluntary Activities) Regulations Act, 2016 (FDRA ), under section 2(1) and foreign donations under section 2(5) which is very important to operate an NGO in Bangladesh.

  • Section 3 of the Act made it necessary for NGOs to register where there is some international transaction . This act shall take precedence over all other current and relevant legislation.

An NGO or charity can be registered with the Ministry of Social Welfare’s Department of Social Services (DSS).

Registration, however, is only required for organizations that will provide welfare services to children, youth, women, families, physically or mentally handicapped, family planning, recreation, civic responsibility, released prisoners, juvenile delinquents, socially handicapped, beggars and the destitute, patients, the elderly or infirm, social work, or coordination of social welfare agencies.

Registration Procedure under Ministry of Social Welfare’s Department of Social Services (DSS):

Step 1: Obtaining name clearance from the appropriate office.

Step 2: Submit an application for registration to the authority using the prescribed form, ‘Form-B.’

Step 3: Submit all required documents, along with ‘Form-B.’

Step 4: Pay government fees such as Treasury challans, VAT, and so on.

Step 5: Application is forwarded to the appropriate Ministries.

Step 6: A security check is performed by a law enforcement agency, such as the Special Branch of Police or National Security Intelligence, among others.

Step 7: The Ministry inspects, monitors, and reviews the NGO.

Step 8: Review and final scrutiny by the DSS, followed by registration issuance if satisfied.

Step 9: The registration process with the Department of Social Services may take 5-7 months, depending on the circumstances.

Registration of NGO through RJSC in Bangladesh

Registration with RJSC is a more formal approach towards registering an NGO in Bangladesh , but often deemed as more desirable because it offers:

The procedure is based on the SOCIETIES REGISTRATION ACT of 1860.The process of registration under the Societies Registration Act is as follows:

Seven or more persons associated in any literary, scientific, charitable, or other similar purpose may apply to the Bangladesh Registrar of Joint Stock Companies and Firms to form a society by subscribing to its memorandum of association, which must be accompanied by the society’s rules and regulations.

Step 1: First, you need to get a name clearance like a company name clearance. The next step in the process is the actual application for registration of the entity. This request must be submitted on paper along with all the necessary documentation (and the approval of the name clearance). Step 2: Submit an application to RJSC for registration, along with the Memorandum of Association and a Clearance letter, as well as all other required documents.

Step 3: Payment of government fees is the third step. Step 4: A security check is performed by a law enforcement agency, such as the Special Branch of Police or National Security Intelligence, among others. Step 5: Inspection, monitoring, and evaluation of the NGO by the appropriate authorities. Step 6: If all requirements are met, the authority will issue a registration .

Process of Registration of an association in Bangladesh under the Companies Act:

According to Section 28 of the Companies Act, 1994, an association can be incorporated as a non-profit company conforming to the rules and regulations of a company with limited liability when it obtains a license from the concerned authority, namely the Bangladesh Registrar of Joint Stock Companies and Firms under the Ministry of Commerce.

The procedure for obtaining RJSC registration is nearly identical to that described above. The government will grant a license if it is satisfied that the association will promote commerce, art, science, religion, charity, or any other useful goals, and that its profits or income will be used to further those goals without paying any dividends to its members. These types of welfare-oriented businesses can be formed as limited liability companies under the Companies Act of 1994.

Registration of Trusts:

‘A trust may be established for any lawful purpose, including charitable activity,’ according to the law. The trustees are in charge of looking after and managing the trust property in order to achieve the goals stated in the trust deed.

A Trust can be established for any lawful purpose, such as the benefit of children, the public good, religious purposes, or any other purpose by interested persons, whether legal or natural, with specific property, whether moveable or immovable, or a fund for the benefit of the community. The trustee/s are responsible for the care and management of trust property in order to achieve the purposes stated in the trust deed.

The Trust Registration Procedure:

Step 1: A trust can be created through a trust deed that specifies the author’s intention. Step 02: In the trust deed, the author of the trust must state with reasonable certainty his intention to establish the trust, the purpose of the trust, the beneficiary, the trust-property, and transfers of trust property to the trustee. Step 03: For the creation of a valid trust, certainty of words in unambiguous terms indicating intention, subject matter, and specific objective is required.

Step 04: The concerned organization can begin operations after the trust deed is registered. For example, trust deeds are registered at the Sub-Registrar Office where the NGOs’ headquarters are located.

This Act provides for the registration of foundations, trusts, and other charitable organizations.

Charitable trust reporting regulatory authority:

There is currently no regulatory authority to which charitable trusts are required to report, so registration or license from other Non Profit Organization regulatory or registration authorities is required for their smooth operation. Trusts are required by law to report to that authority in such cases.

Trusted management of NGOs or charities:

A Board of Trustees manages a trust by protecting the trust property and enhancing it to its maximum benefit, as defined in the trust deed.

Registration for Waqf:

The concept of Waqf in Muslim Law is similar to the concept of trust in English. In this case, the owner of a property, both movable and immovable, can create a waqf for the use of beneficiaries in perpetuity through a declaration in an instrument. In accordance with the terms of the waqf instrument, the waqf is administered by a trustee known as a mutawalli.

Step 1: The Mutawallis waqf property must file an application with the Waqf Administrator’s office.

Step 2: Upon receipt of the application, the Administrator will proceed to register the waqf property, after which he will keep detailed information about it in his register, including the deeds, the name of the mutawalli, and the rules of succession to the office of mutawalli.

Shortcomings and Recommendations:

Various NGOs or charities have been formed and run under the aforementioned Acts, but these same Acts have been causing complications at this time.

It should be noted that there is no uniform law governing the formation of an NGO; rather, different types of laws, rules and regulations, and bodies govern the formation of the same, depending on its nature, objectives, purposes, constitution, resolutions, and so on. What is a Non – Governmental organization (NGO)

A non-governmental organization is a legal entity that is not a direct part of a government, independent from government control, and not a direct competitor in politics. Generally, NGOs are established by a group of individuals to make a positive change in society. They collect funds from various donors around the world and try to serve their aim. NGOs can be of various kinds, such as zonal, national, international etc.

Now modern organizations are very complex in stricture, for example, NGOs are collaborating with the government and under some bindings too. So thing blurs from time to time, generally, NGOs are considered non–profit, non–dependent on the government to fulfil their particular purpose but they can be a helping hand of the government, can raise capital and earn profit to fulfil their purpose. 1. Registration Procedure

Step 1: Eligibility and Initial Preparation

  • Entity Formation : Ensure that the NGO is formed as a non-political, non-profit voluntary organization registered under the prevailing laws of Bangladesh. The organization must be committed to conducting voluntary activities within the country.
  • Project Definition : Clearly define the voluntary activities the NGO intends to conduct. These activities should align with the purposes specified in the FDRA, including social, religious, cultural, educational, healthcare, environmental conservation, and other charitable activities.

Step 2: Application Submission

  • Application Form : Submit an application for registration to the Director General of the NGO Affairs Bureau in the prescribed manner along with the prescribed fee.
  • The amount of foreign donation expected.
  • The source of the donation.
  • The purposes for which the donation will be used.
  • Relevant information about the organization, including its constitution, board of directors, and operational plans.

Step 3: Verification and Approval

  • Preliminary Scrutiny : The NGO Affairs Bureau will conduct an initial review of the application and obtain the opinions of the Ministry of Home Affairs and the Financial Institutions Division of the Ministry of Finance.
  • Issuance of Certificate : If the application meets all requirements, the Director General will issue a registration certificate valid for ten years. This certificate is renewable every ten years, provided the NGO remains in compliance with all regulatory requirements.

Step 4: Renewal of Registration

  • Application for Renewal : NGOs must submit an application for renewal six months before the expiry of the current registration, along with the prescribed renewal fee.
  • Review and Issuance : The Bureau will review the NGO’s activities over the past ten years. If the activities are found to be satisfactory, a renewal certificate for another ten years will be issued.

2. Project Approval and Implementation

Project Proposal

  • Submission : Submit a detailed project proposal to the NGO Affairs Bureau, including the objectives, detailed budget, and expected outcomes. The proposal must also include the opinions of relevant ministries.
  • Evaluation : The Bureau will preliminarily examine the project proposal and obtain feedback from the relevant ministry. If necessary, the proposal may be returned for modifications or amendments.

Project Execution

  • Scope and Budget : Ensure that all activities are confined to the approved project scope and budget. No more than 20% of the project budget can be spent on administrative expenses.
  • Disaster Relief Programs : For disaster relief programs, the Bureau must approve and release funds within 24 hours, given the urgency of the situation.

Ongoing Monitoring

  • Progress Reports : Submit regular progress reports as required by the Bureau to demonstrate ongoing compliance and project advancement.
  • Final Report : Upon project completion, submit a comprehensive final report detailing all activities, outcomes, and financial expenditures.

3. Financial Management and Reporting

Bank Accounts

  • Mother Account : Receive all foreign donations through a specified bank account (mother account) in a scheduled bank.
  • Approval for Funds Release : Obtain an approval letter from the Bureau before the bank releases any foreign donation funds.

Financial Reports

  • Semi-Annual Reports : Bangladesh Bank will provide semi-annual reports of foreign currency received to the NGO Affairs Bureau and the Economic Relations Division.
  • Annual Financial Statements : NGOs must prepare detailed annual financial statements and maintain accurate records of all transactions.

Audit and Accounts

  • Maintenance of Records : Maintain detailed financial records, including receipts, vouchers, and transaction logs.
  • Preservation of Vouchers : Retain expenditure vouchers for five years post-project completion to ensure accountability and facilitate audits.

  • Divisional Oversight : Divisional Commissioners, Deputy Commissioners, and Upazila Executive Officers will oversee NGO activities in their respective areas, coordinating through regular meetings and reports.
  • Hill Tracts Coordination : The Chittagong Hill Tracts Regional Council will monitor and coordinate NGO activities in the Hill Tracts area.

5. Recruitment and Travel of Foreign Experts

Appointment Approval

  • Application for Appointment : Submit an application to the Director General for the appointment of foreign experts, advisors, or officers. This application must be within the man-months approved by the Bureau.
  • Security Clearance : Obtain security clearance from the Ministry of Home Affairs for all foreign appointments.

  • Notification to Bureau : Inform the NGO Affairs Bureau about any foreign travel undertaken by NGO personnel for official purposes.

When you apply for a job with an NGO, a key part of your application will be a cover letter, alongside submitting a CV. A cover letter is a formal letter explaining why you are a strong candidate for a job. NGO recruiters will review your cover letter and decide if they should short-list you for an interview. Therefore, your cover letter needs to demonstrate you have the skills and experience, as well as the passion, to work at the NGO you are applying to.

We’ve put together this guide to help you write a great cover letter for an NGO job. It goes over thirteen crucial steps you should follow when writing your NGO cover letter. Follow the steps in this guide and see what you should, and shouldn’t, put in your cover letter for that NGO job…

Your Cover Letter Should Be Just One Page

The first thing you need to understand when writing a cover letter for an NGO job application is that it should never be more than one page long.

Your cover letter for an NGO job needs to catch the recruiter’s attention. NGO jobs are highly competitive. Some openings at top NGOs will get hundreds of applicants. NGO recruiters simply aren’t going to read really long cover letters. Keep it to one page to make sure it’s actually read.

Because NGO recruiters have to sift through so many applications, they usually only give each one a brief glance. It’s a shame because you put a lot of work into your application, however, it’s the truth. Therefore, you need to capture the hiring managers attention. One way to do this is to keep your cover letter to less than a single page.

A good length for an NGO cover letter is between 350 and 500 words. Make sure you write in font size 12. This means your cover letter will come out at about three quarters of a page. This is a good length as it allows you to include enough key details, without being too long to lose the NGO recruiters attention.

A cover letter for a job at an NGO that is longer than 500 words or so will have a higher chance of not being read. This means your application will be passed over and you’ll lose the opportunity to join the NGO you want in the role you applied for.

If you write a cover letter for an NGO job that’s less than about 500 words, it will simply be too short to include enough details, and may give the wrong impression to the hiring manager.

Make Sure Your Cover Letter Is Well Written

The second thing you must consider for a cover letter for an NGO job is that it must be well written.

Your cover letter is a key part of your job application for an NGO. Before you reach the interview stage, all the hiring manager knows about you is what you put in your CV and cover letter. Therefore, it is vital that you give the right impression. Making sure your NGO cover letter is written professionally is vital to this.

Start your cover letter with Dear Sir/Madam. This is the correct formal way to address a letter to someone who you do not know the name of. Your cover letter should close with ‘yours faithfully’ – again, the correct formal way to end a letter to someone you do not know.

When writing a cover letter for an NGO job, make sure you break your text down into clear paragraphs. Each paragraph should address a different topic, such as previous work experience, education, soft skills or why you want this role or to work for this particular NGO.

The way you write in your cover letter should be clear, and professional. Never use slang, and write in complete sentences. Good grammar is also hugely important. If you struggle with writing clearly, and correctly, run your cover letter through a spell-checker or a tool such as Grammerly .

If you are unsure whether your cover letter is well written and makes your points clearly, have a friend or family member read it and ask them to assess if it making your points directly enough.

Tailor Your Cover Letter For Each Job Application

Probably one of the most important things you need to do when writing your cover letter for an NGO job is ensure that you are tailoring it for each application that you send.

Don’t write a generic cover letter and send it to every job. NGO recruiters will be reviewing your cover letter to assess how well you fit for the particular role they are hiring for. Editing your cover letter so that it is tailored to the role you are applying for is key.

Tailoring your cover letter for the job you are applying for allows you to clearly demonstrate how well you fit the role. It also lets you demonstrate your knowledge and understanding of the NGO and the specific position.

NGO jobs are highly competitive. You will need to send a lot of applications, especially if you are early in your career, to land an NGO role. Therefore, writing an entirely new cover letter for each job application you send will take too much time. You need to have a cover letter that acts as a template, and then have key sections that you can quickly edit for each job you apply for…

For example, parts of the cover letter covering trainings, education and soft skills will likely not change much between jobs. However, sections such as how your previous professional experience makes you qualified for the role, need to change slightly for each application. The section explaining why you want to work for that organisation also needs to be edited for each NGO that you apply to.

Remember, save all the cover letters you send to NGOs. This mean if you apply to the same organisation again, or to a similar role, you can go back to older version and tailor them more easily.

Your Cover Letter Must Capture The Recruiters Attention

A vital aspect of your NGO cover letter is that it must capture the recruiter’s attention.

As we said, NGO job openings can get hundreds of applications – your cover letter needs to stand out. Often NGO recruiters will only take a quick glance over a cover letter before deciding whether to shortlist that candidate for interview. Therefore, you need to ensure that even with a quick look, your cover letter conveys that you are right person for that NGO job.

After your opening of ‘Dear Sir/Madam’, its often good to include a line that confirms the role you are applying for – something like ‘I wish to apply for the position of… with…’ NGO.  This just ensures that the recruiter is aware of the role you are a candidate for.

The next line of your cover letter, usually the opening of your first full paragraph, should highlight your most recent and most relevant work experience. Something along the lines of ‘I am currently employed as…’, or ‘I have experience in a similar role as…’. This instantly tells the NGO recruiter that you are a highly relevant candidate.

Now that you’ve got the recruiters attention, use that paragraph to describe how that position is relevant to the job you are applying for. Again, be direct and concise here, but the aim is to show that your current, or most recent, professional experience is as closely linked to the NGO job you are applying to as you can.

Be Sure To Expand On Your Professional Experiences

Once you have caught the hiring manager’s attention, and demonstrated that your most recent, or most relevant role, is closely linked to the NGO job you are applying for, the next step in writing your cover letter is to expand on your professional experiences.

You should now move to another paragraph, and here you should highlight, briefly, any other relevant work experience you have. If you have a lot of related experience, especially if you have worked for NGOs before, choose some roles that are most closely linked to the position you are applying for.

The aim here is to further show the NGO recruiter that you have professional experience that would provide you the knowledge and skills needed to do the job. You do not need to list all your jobs here, but you should provide details on the relevant positions.

If you are new to the NGO sector, or applying for entry-level roles, instead of including other professional experiences you could expand more on the experience you do have. For example, here you could detail internships or volunteer postings you have done. However, only include them if they are relevant to the NGO job you are applying for.

Make Sure Your Cover Letter Links To The Exact Job Description

As we’ve discussed briefly already, it’s really important that your NGO cover letter directly links to the job you are applying for. One of the best ways to do this is to review the job description posted in the job advert by the NGO, and address the key points in it in your cover letter.

Directly addressing the key points in the job description in your cover letter tells the NGO recruiter directly that you have the required skills and experience to do the job.

Your cover letter should be less than one page – ideally around 500 words. This means you cannot link your previous work experience to every point in the job description. Therefore, you need to pick the most important points only. Often these are the main sub-headings, but make sure to read the job advert to see if the NGO includes any particular challenges or transitions that the role may face.

It’s important in the part of the cover letter not to just repeat your CV. Remember, the NGO recruiter has a copy of your CV and will be reviewing that as well. Your aim here is to briefly describe how your professional experience means you have the skills and competencies listed in the job description.

NGO hiring managers will be looking to recruit the person with the most relevant skills – this is your chance to show them it’s you!

Outline Your Training and Education

After giving a brief overview of your professional experience in your NGO cover letter, you should now include your education and training. This should be the start of another paragraph.

Begin by explaining your most recent university degree. Almost all NGO jobs require at least a bachelors, and usually a masters, and so it is important to highlight that you have these to the recruiter.

After including your degree, you should then go on to list any other qualifications you have. However, only include qualifications that are highly relevant. If you have a masters related to NGO work, but a bachelors that is not, then leave it out. Remember – the aim in your cover letter is to be concise and clear.

Once you have listed your qualifications in your cover letter, next you should put a single sentence explaining how these are relevant to the NGO job you are applying for. You do not need to include a sentence linking each of your qualifications, a single line covering all of them will suffice.

As well as including your qualifications, in this paragraph of the cover letter you can also include any training courses you have completed. You can either include a following sentence also describing how these give you the skills and experience needed to do the job, or you can include them and then have one sentence linking both your university qualifications and training to the role.

Don’t list all the trainings you have done. The aim is to include the most relevant ones to the NGO job you are applying for. The most important thing is to explain how these make you qualified for the position. Again, remember the hiring manager will have your CV as well – it’s there that you can list more of your trainings.

Include Descriptions Of Your Soft Skills

Now that you’ve outlined your professional experience, formal qualifications and trainings – essentially the ‘hard’ skills you have, next in your cover letter you need to briefly go over the inter-personal skills you have – your ‘soft’ skills.

When NGOs post a job advert, they almost always include the competencies they are looking for the role. These can be soft skills such as team work, problem solving, initiative taking and leadership. They can also be more closely aligned to the NGOs own mission and values – and include things like inclusion, accountability, neutrality and fairness.

It’s important you address the soft skills listed in the job advert. Start a new paragraph of your cover letter and briefly explain which inter-personal skills you have. If you have space, also include a sentence on how you acquired these skills, such as that your previous work experience, volunteer postings or education meant that you built the specific soft skills the NGO is looking for role.

Remember, the aim of your cover letter is to expand on your CV, not repeat it. Including your soft skills in your NGO cover letter is ideal as these should not be included in your CV.

As always, keep this part of your cover letter short and to-the-point. Also, ensure that you are including the competencies included in the job description, but, if possible, do not copy them word-for-word.

Highlight Your Computer Skills In Your Cover Letter

Almost all modern jobs require IT skills – NGO jobs are no different. It’s important in your cover letter that you highlight that you have the computer skills relevant to the job.

Include a single sentence stating that you are computer literate and understand how to use the specific programmes the job requires.

Pretty much every NGO job will require you to have moderate-to-strong abilities in Microsoft Word and Excel, so be sure to include these in your cover letter. PowerPoint is also commonly used so it can be beneficial to list this as well.

Some specific NGO roles may require the use of additional computer programmes. For example, finance roles are likely to require experience in accounting software such as QuickBooks. If you know the NGO uses a certain software, or is likely to use a similar programme for the position you are applying for, be sure to mention it in your cover letter.

You should keep this section of your cover letter focusing on your IT skills to a minimum. One, or maximum two, sentences is enough to convey to the NGO hiring manager that you understand the level of computer work needed to do the job.

Explain Why You Want This Job

So, you’ve explained in your cover letter your professional and educational background, as well as the soft skills you have that are relevant to the NGO job you are applying for. You’ve also included a short section covering your IT skills. Now, you need to show your passion for the role!

There are two main things you should do when explaining to an NGO in your cover letter why you want the job. The first is the specific reason why the role excites you. Be genuine here. Look for real reasons why this job is the perfect role for you. However, ensure you remain relevant to the job– avoid general terms about why you want to work in the NGO sector. Instead, explain why the particulars of this role made you apply.

The second thing you need to do here in your cover letter is explain what the job will do for you. How does it build on your current professional or educational experience. Avoid saying that the role is just a stepping stone to another job – this will make the hiring manager think you’ll leave the job as soon as a better one comes up. Instead, focus on how the job relates to your wider, and more general, career goals.

Again, be honest and passionate about why you want the job so that the NGO recruiter can see you are excited by the position.

Describe Why You Want to Work For This NGO

The last part of your NGO cover letter should explain why you want to work for that organisation.

Each NGO is unique and they are often proud of their histories and the work they do. NGO’s also look to recruit people whose values and passions align with their mission. Therefore, is it vital to include a sentence about why working for this particular NGO interests you.

Note – here you need to be specific about the NGO. Don’t say why you want to work for NGOs generally. Do some research on the organisation you are applying to and ensure the ending statement of your cover letter relates directly to the organisations work.

One tip is to look at the NGOs mission statement. These can almost always be found on the NGOs website. Don’t repeat their exact words back to them – but do say that this mission excites you and makes you want to work for the organization.

If an NGO doesn’t have a mission statement on their website, take a quick look over their areas of programming they do and highlight why these interest you.

As always, keep it direct and to-the-point. One sentence here should be enough.

Don’t Include Start Date or Salary Expectation

Unless a NGO’s job advert explicitly asks you to include a date of when you can start in the role, or your salary expectations, don’t.

Generally, it’s good to leave this information out unless you have to include it. These details are best discussed at the interview stage where you can provide more detail and context.

The only time you should include your start date in an NGO cover letter is if you can start work immediately. This can be in your favour as NGO recruitments are often urgent and including that you can start in the position right away can actually help your application.

If an NGO explicitly says they want applicants to include a start date in their cover letter, it is best to include a rough date, or better, something like ‘available with one months’ notice’ – or whatever your current jobs notice period is.

Don’t Include A Photograph

A final point to note when writing your cover letter for an NGO job is that you shouldn’t put a photograph of yourself.

Although in some countries putting a photograph on your job application is more common, generally it is best not to. Putting a photograph rarely adds to the quality of an application. Almost no NGOs require applicants to include photographs when they apply for a job.

A good rule to follow is to only give information in your cover letter that will directly help you get the job. Essentially, if an NGO recruiter doesn’t need a piece of information, don’t give it to them. Your cover letter is a key tool in convincing the NGO hiring manager that you are a strong candidate for the job, and that they should short-list you for an interview. Putting a photograph does not help with this argument, and therefore it shouldn’t be included.

If, on the very rare occasion, an NGO does ask you to include a photograph in your application. Ensure it is professional and clear. Don’t use a passport photo… everyone looks bad in passport photos!

নীতিমালাঃ

১। আপনার যোগদান পরবর্তী ---------- মাস শিক্ষানবীশ কাল হিসাবে বিবেচিত হবে। এ সময়কালে   আপনার কর্মদক্ষতা , কর্তব্যপরায়নতা ইত্যাদি সন্তোষজনক না হলে এ সময় আরও ----------- মাস   বাড়ানো যাবে। শিক্ষানবীশকালীন সময়ে যদি কাজে প্রয়োজনীয় দক্ষতা দেখাতে না পারেন তাহলে   কর্তৃপক্ষকোন প্রকার কারণ দর্শানো ছাড়াই আপনার চাকুরীর অবসান ঘটাতে পারবেন।সাফল্যজনক   ভাবে শিক্ষানবীশকালীন অতিবাহিত করবার পর একজন স্থায়ী কর্মী হিসাবে বিবেচিত হবেন , তবে এই   মর্মে কোন চিঠি প্রদান করা হবে না।

মজুরী ও ভাতাদিঃ

                        ( খ )        বাড়ী ভাড়া        

                        ( গ )        চিকিৎসা ভাতা              

                        ( ঘ )        যাতায়াত ভাতা

                        ( ঙ )       খাদ্য ভাতা

৩। মাসিক মজুরী পরবর্তী মাসের ৭ ( সাত ) কর্মদিবসের মধ্যে পরিশোধ করা হবে।

৪। প্রতি কর্মদিবসে আপনাকে কমপক্ষে ০৮ ( আট ) ঘন্টা কাজ করতে হবে। প্রতি কর্মদিবসে এক ঘন্টা মধ্যাহ্ন              বিরতি প্রদান করা হবে।

৫। দৈনিক ৮ ( আট ) ঘন্টার বেশি এবং সপ্তাহে ৪৮ ( আটচল্লিশ ) ঘন্টার বেশি কাজ , অতিরিক্ত কাজ   হিসেবে গণ্য হবে।  

৬। কর্তৃপক্ষ প্রয়োজনে আইনানুযায়ী অতিরিক্ত কাজ ( ওভারটাইম ) করাতে পারবেন এবং অতিরিক্ত কর্মঘন্টার জন্য আপনি ঘন্টা প্রতি মূল মজুরীর   দ্বিগুন হারে {( মূল মজুরী / ২০৮ ) * ২ } প্রাপ্য হবেন।  

৭। বৎসারান্তে মূল মজুরির ৫ % হারে   হারে বেতন বৃদ্ধি করা হবে।

অন্যান্য সুযোগ সুবিধাঃ

৮।        ( ক )  হাজিরা বোনাসঃ   ১০০% উপস্থিতির ভিত্তিতে হাজিরা বোনাস দেওয়া হয় । হাজিরা বোনাস এর ক্ষেত্রে  লেট গ্রহণযোগ্য হবেনা ।

            ( খ )  উৎসব বোনাসঃ আইনের অনুয়ায়ী শ্রমিককে মূল মজুরির সমপরিমাণ   দুই ঈদে ( ঈদ - উল - ফিতর ও ঈদ - ঊল - আযহা ) দু ’ টি উৎসব বোনাস দেয়ার ব্যাপারে কর্তৃপক্ষ সিদ্ধান্ত গ্রহণ করবেন যা অন্যান্য সকল ধর্মাবলম্বীদের ক্ষেত্রেও প্রযোজ্য।    

            ( গ )  চিকিৎসা সুবিধাঃ কারখানার অভ্যন্তরে কর্মকালীন সময়ে আপনার স্বাস্থ্য সেবার জন্য এই প্রতিষ্ঠানের নিয়োজিত রেজিষ্টার্ড ডাক্তার এবং নার্স / প্যারামেডিকগণ বিনা পয়সায় চিকিৎসা সুবিধা প্রদান করবেন। এছাড়াও বেপজা মেকিডেল থেকে সকল ধরনের সেবা প্রদান করা হয়।

ছুটিসমূহঃ

৯।   সপ্তাহে একদিন সাপ্তাহিক ছুটি থাকবে যা শুক্রবার বা সরকারী সিদ্ধান্ত অনুযায়ী এলাকাভেদে অন্য কোন দিন হতে পারে। এছাড়া অন্যান্য যে

      সকল ছুটি আপনি পাবেন তা নিম্নরূপঃ

( ক ) উৎসব ছুটিঃ  পূর্ণমজুরী সহ মোট ১১ দিন। এই ছুটি জমা রেখে পরবর্তী বছরে ভোগ করা যাবে না।  

( খ ) নৈমিত্তিক ছুটিঃ পূর্ণমজুরী সহ মোট ১০ দিন। এই ছুটি জমা রেখে পরবর্তী বছরে ভোগ করা যাবে না।

( গ ) অসুস্থতাজনিত ছুটিঃ পূর্ণমজুরী সহ মোট ১৪ দিন। এই ছুটি জমা রেখে পরবর্তী বছরে ভোগ করা যাবে না।

( ঘ ) বাৎসরিক ছুটিঃ চাকুরীর মেয়াদ অবিছিন্নভাবে এক বছর পূর্ণ হলে , পূর্ববর্তী বছরের প্রতি ১৮ ( আঠারো ) কর্ম দিবসের জন্য ১ ( এক ) দিন করে ছুটি প্রাপ্য হবেন যা পরবর্তী বছরে ভোগ করা যাবে। তবে এ ছুটি এক সাথে চল্লিশ দিনের বেশি জমা রাখা যাবে না।

( ঙ )  মাতৃত্বকালীন ছুটিঃ পূর্ণ মজুরী সহ ১৬ ( ষোল ) সপ্তাহ। কোন মহিলা শ্রমিক কারখানায় অবিছিন্ন ০৬ ( ছয় ) মাস কাজ করলে পূর্ণ মজুরীতে মাতৃত্বকালীন ছুটি প্রাপ্য হবেন। তবে যাদের চাকুরীর বয়স ৬ ( ছয় ) মাস পূর্ণ হয় নাই বা বর্তমানে দুই বা ততোধিক সন্তান জীবিত আছে সে সকল মহিলা শ্রমিকগণ এই প্রসূতিকালীন সুবিধা পাবেন না।

অন্যান্য শর্তসমূহঃ

১০। আপনার চাকুরী দেশের প্রচলিত   আইন অনুযায়ী নিয়ন্ত্রয়িত হবে।

১১। প্রত্যেক শ্রমিককে দেয়া পরিচয়পত্র   ও এপ্রোন কারখানার অভ্যন্তরে বাধ্যতামূলকভাবে পরিধান করতে হবে।

১২। আপনার বিরুদ্ধে অসদাচরণের অভিযোগ প্রমাণিত হলে প্রচলিত   আইন অনুযায়ী ব্যবস্থা নেয়া হবে।

১৩। জীবন বৃত্তান্ত ফর্মে উল্লেখিত আপনার যোগাযোগের ঠিকানাসহ অন্যান্য তথ্যাদির কোন পরিবর্তন হলে আপনি তাৎক্ষনিক কারখানা কর্তৃপক্ষকে   জানাতে বাধ্য থাকবেন। চাকরির আবেদনে ভুল তথ্য প্রদান করলে কর্তৃপক্ষ আপনার বিরুদ্ধে শাস্তিমূলক ব্যবস্থা গ্রহণ করতে পারবেন।

১৪। কর্তৃপক্ষ যে কোন সময় পূর্ব নোটিশ ছাড়া চাকুরির শর্তাবলী দেশের   আইনের আলোকে পরিবর্তন / পরিবর্ধন করার বৈধ অধিকার সংরক্ষণ করেন। কারখানার শৃংখলা রক্ষার্থে সময়ে সময়ে প্রবর্তিত আভ্যন্তরীন নিয়ম কানুন আপনি মেনে চলতে বাধ্য থাকবেন।

১৫। অত্র কারখানায় কর্মরত থাকাকালীন আপনি অন্য কোথাও প্রত্যক্ষ বা পরোক্ষভাবে চাকুরী গ্রহণ করতে পারবেন না। আপনার চাকুরীর পরিসমাপ্তিকালে আপনার নিকট রক্ষিত আছে এমন কাগজপত্র , আইডি কার্ড বা অন্যান্য দ্রব্যাদি ফেরত প্রদানে বাধ্য থাকবেন। অন্যথায় কর্তৃপক্ষ আইনানুযায়ী ব্যবস্থা গ্রহণ করতে পারবেন।

১৬। কারখানার অভ্যন্তরে বিশৃঙ্খলা সৃষ্টি সম্পূর্ণভাবে নিষিদ্ধ ও শাস্তিযোগ্য অপরাধ। এছাড়াও কারখানা অভ্যন্তরে কারখানা অথবা উৎপাদিত পণ্যেও জন্য ক্ষতিকারক কোন দ্রব্যাদি ব্যবহার ও বহন সম্পূর্ণভাবে নিষিদ্ধ ও শাস্তিযোগ্য অপরাধ।   

১৭। স্থায়ী শ্রমিক চাকুরি ছাড়ার ক্ষেত্রে ৬০ দিনের অগ্রিম নোটিশ প্রদান করবেন। অন্যথায় নোটিশ মেয়াদের মজুরীর সমপরিমাণ অর্থ   কারখানা কর্তৃপক্ষের নিকট প্রদান করবেন।

১৮। নিয়োগকারী কর্তৃপক্ষ কর্তৃক শ্রমিকের চাকুরীর অবসানের জন্য কর্তৃপক্ষ বিদ্যমান আইনের আলোকে ব্যবস্থা গ্রহণ করবেন।

১৯। চাকুরিরত অবস্থায় আপনি অত্র প্রতিষ্ঠানে ব্যবসা - সংক্রান্ত গোপনীয় তথ্যাদি কোন ব্যক্তি , ব্যবসা প্রতিষ্ঠান অথবা অন্য কারো নিকট প্রকাশ করতে পারবেন না।  

২০। কর্তৃপক্ষ প্রতিষ্ঠানের প্রয়োজনে একই ব্যবস্থাপনার আওতাধীন অন্য যে কোন কারখানা / প্রতিষ্ঠানে আপনাকে বদলী করতে পারবেন।
