It is conventional wisdom that new businesses be planned prior to their start-up hence prospective business founders are generally advised to develop formal plans of their proposed ventures. A business plan that serves as a blueprint or road map that provides direction and increases the firm’s chances for survival and success is thus essential. According to Kraten and Kenneth (2010), a business planning document represents “a nuts-and-bolts document” that clearly demonstrates that the business operator prepared to operate the business from day one. Andualem (1997) asserts that SMEs with regards to Ghana comprise activities that are independently owned and operated; managed by the owner; have a small share of the market; and employ 6-49 employees. This study investigated the impact of a business planning document on the growth of small scale businesses. Basically, the researcher chose the survey strategy in line with the observation that it is possible to use survey approaches within either a qualitative or quantitative research strategy. All the 50 respondents chosen purposively from the target population responded to the survey questionnaires. The study found that business planning influences the success or survival of SMEs. Also SMEs Enhance poverty alleviation, Improve per capita income, Enhance the quality of lives, Encourage technological innovations, Enhance export promotion, Enhance GDP growth, Encourage entrepreneurship, Accelerate employment generation, Ensure inter- and intra-regional decentralization, Serve as a countervailing force against the economic power of larger firms, Accelerate the achievement of wider socio-economic objectives, as well as Serve as cornerstone for socioeconomic growth and stability.

Following almost two years of intense conflict, an Agreement for Lasting Peace through a Permanent Cessation of Hostilities was signed between the Government of the Federal Democratic Republic of Ethiopia (GoE) and the Tigray People's Liberation Front (TPLF) in Pretoria on 2 nd November 2022. The agreement paves the way for the restoration of peace, security, and stability in the Tigray Region and other conflict impacted areas of Afar and Amhara regions.

In February 2022, an assessment and planning process for rehabilitation, recovery and reconstruction (RRR) in conflict-impacted areas was launched under the technical coordination of the World Bank (WB) and leadership of the Ministry of Finance (MoF). As a result of this process, the Government has prepared a USD 20 billion Resilient Recovery and Reconstruction Framework (3RF) mostly addressing conflict impacts in Northern Ethiopia. The RC/HC tasked UNDP to prepare a two-year immediate and rapid peace support (stabilization) proposal worth USD 2.4 billion leading to the establishment of the Peace Support Facility. It is an offer endorsed by the Ethiopian Government to support peace processes in Ethiopia providing rapid and scalable peace dividends complementing the 3RF. The Facility is designed to support immediate recovery, risk and vulnerability reduction for communities, conflict prevention working along the HDP Nexus, and promoting pathways towards durable solutions to protracted displacement, and fostering lasting peace in Ethiopia.

The Facility's strategic goal is to contribute to an irreversible peace process in Northern Ethiopia. it contributes to the Country's Programme Document in three key areas:

  • Federal, Regional, and sub regional capacities are strengthened for reintegration, reconciliation, prevention, and peaceful management of conflicts.
  • Marginalized groups, particularly the poor, women, persons with disabilities and displaced are empowered to access entrepreneurship services and financial and non-financial assets and services to build productive capacities and benefit from sustainable livelihoods and jobs.
  • The complex, multi-dimensional challenge of consolidating peace and delivering a peace dividend can be addressed adequately only through a multi-dimensional response moving from ‘saving lives' to ‘sustaining life', and restoring a sense of normalcy The situation in Northern Ethiopia, therefore, demands practical application of the HDP nexus (and related concept of human security), with all three parts of this equation moving in tandem to stabilize conditions, save, protect, and improve lives, ensure respect for human rights, and lay the groundwork for sustainable peace and development.

The PSF is uniquely positioned to respond quickly and effectively to the needs in Northern Ethiopia. It offers a platform benefiting from the leadership and ownership of the Ethiopian Government and Regional Presidents. It has successfully supported the creation of the RROs that are critical for coordination, prioritization and accountable implementation of interventions.

The PSF further offers a platform for collaborative, coordinated, and accountable support to the peace processes ensuring that development partners can effectively and efficiently participate in rule of law, whole-of-government, and people centered approach to the stabilization, reconstruction, early recovery, and conflict transformation efforts in Ethiopia.

The PSF focuses on the following windows: Window 1: Local Governance, Human Rights and Social Cohesion

Window 2: Basic Social Services (health, nutrition, education, WASH, protection)

Window 3: Economic Revival (enterprises and livelihoods)

Window 4: Demobilization and Reintegration of Ex-Combatants

Window 5: Solutions to Internal Displacement

Geographic Focus: Afar, Amhara and Tigray (Northern Ethiopia).

Accordingly, the incumbent will be responsible for the following tasks

Scope of Work and responsibilities

Under the overall guidance of the PSF project and the direct supervision of Deputy Head of Peace Support Facility, the Driver provides reliable and safe driving services to PSF by ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.

Upon request of the supervisor, the Driver may also be required to provide driving services to the operations and programme staff in the CO, consultants and experts and UN staff on mission.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration: Duties and Responsibilities

  • Provision of reliable and secure driving services focusing on the following key activities.
  • Apply defensive driving principles at all times and conditions
  • Check availability of fuel, water, and oils every day before start traveling
  • Ensures that the assigned vehicle is kept clean and ready to provide transport services
  • Provide satisfactory and punctual transport services to staff

2 . Proper use of vehicle including daily maintenance and documentation focusing on the following key activities:

  • Takes care of day-to-day maintenance services of the vehicle, check oil, water, battery, brakes, tires, etc
  • Perform minor repairs and arrange for other required repair services
  • Properly fill log sheets and make sure they are signed by users on daily basis
  • Timely inform the administration assistant when maintenance service is required
  • Make sure that all staff on board are UNSMS and/or allowed to be onboard by supervisor(s) for official purposes

3. While on board and enroute, ensure UNSMS, UN properties and Assets Safety and Security

  • Ensures that the steps, rules, and regulations are taken in case of reporting an accident
  • Timely reporting accidents to direct supervisor, field level UNDSS and local police/traffic
  • Collect and share facts to medical personnel and police officers, when necessary.
  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts.
  • Deal effectively and tactfully with officials and visitors that use his/her vehicle.

4. Performs other duties as assigned by the office focusing on the following key activities

  • Assist programme and operations staff while receiving guests, arranging workshops, meetings and conducting procurements
  • Support programme and operations team in delivering and receiving messages to and from partners
  • Support the procurement team in making minor purchases and collects urgent purchases from local suppliers as requested
  • Support PSF staffs in documentation and facilitation of training

  • Experience on working under stressful working conditions including in remote field locations is desirable.

Job Purpose:

The purpose of this consultancy is to ensure the continuity and effectiveness of the work of the UNFPA Ethiopia Communication Unit during a maternity leave period. The consultant will provide essential support to the media, communication, and advocacy efforts that underpin UNFPA’s mission and programmes in Ethiopia. 

In this role, the consultant will assist in the design, management, and implementation of the Country Office's communication and publication strategies. These strategies are key to influencing the development and humanitarian agenda, enhancing public and media outreach, and mobilizing political and financial support for UNFPA’s initiatives.

The consultant's support is crucial for the office's ability to prepare and disseminate reports, briefing materials, and multimedia content, as well as manage the UNFPA Ethiopia website, social media platforms, and other visibility and advocacy activities.

Working under the overall guidance of the UNFPA Representative and the direct supervision of the Communication Analyst (NOB level) and the Head of Unit, the communication consultant will collaborate closely with the Programme and Operations Teams, Regional Offices, other UN Agencies, the UNFPA East and Southern Africa Regional Office, the UN Communication Group, and the Humanitarian Communication Group. This collaboration will ensure the effective implementation of the UNFPA Ethiopia country office communication strategy.

You would be responsible for:

Supporting the  planning and design of internal and external communication and outreach strategies,  focusing on the achievement of the following results:

  • Keeps abreast of the programme development and implementation and ensures proactive involvement in the design and implementation of communication activities in support of reproductive health, population, gender and humanitarian programmes.
  • Promotes innovative and creative approaches in response to the needs of the programme in external relations and social and behaviour change communication.
  • Contributes to and maintains strong media and advocacy networks and relationships, ensuring regular media events and engagements of UNFPA personnel with key media figures. 
  • Liaises and coordinates with regional and global communication officers, as well as program staff on communication and advocacy activities.
  • Supports the implementation of the joint UN Communication 
  • Prepares timely responses to media queries, liaising as necessary with Regional and HQ in sensitive situations.

Ensuring the  implementation of the CO publications strategy and plan,  focusing on the achievement of the following results:

  • Contributes to the production and dissemination of communication and advocacy materials, including brochures, posters, pamphlets, fact sheets, press releases, and newsletters, among others.
  • Supports the CO publication activities, such as drafting articles, managing content, setting norms for publishing and design, maintaining regular contact with printers and other suppliers to ensure efficient production and dissemination of media materials.
  • Assists in drafting and disseminating of media statements, speeches, and press releases.
  • Edits reports, proposals, studies, press releases, and speeches to ensure quality, cultural and gender sensitivity, and social inclusion, making them valuable resources for advocacy and fundraising purposes.

Providing support for the  regular update of the UNFPA website, social media platforms, CO web-based knowledge management system,  focusing on achievement of the following results:

  • Regularly updates the website and social media platforms of the Country Office with relevant content.
  • Develops and maintains a content calendar for social media, ensuring a consistent and strategic flow of posts that align with UNFPA’s communication goals.
  • Supports the development of audiovisual materials that effectively highlight UNFPA’s work and convey its key messages.
  • Assists in event management and coordination, contributing to the successful execution of UNFPA's initiatives and campaigns.
  • Provides support for quality assurance of UNFPA-supported research, surveys, assessments, and reports (annual reports, donor reports, field mission reports, etc). 
  • Plans and organizes travel to locations throughout Ethiopia to gather stories, videos, and photographs for use in publications and websites.
  • Supports trainings for other UNFPA national staff on basic communication skills such as writing press releases, news articles for the newsletter, engaging with the media, and taking good pictures of projects and activities.
  • Provides support in documenting good practices and lessons learnt from programmes.

Supporting programme implementation and resource mobilization,  focusing on achievement of the following results:

  • Organizes field missions for visiting donors, partners, journalists, etc.
  • Provides timely support in preparing and responding to global, regional, and national media and advocacy events linked to all programme areas. 
  • Supports the Country Office’s efforts in advocacy and resources

  • Promotes and disseminates corporate advocacy materials, such as the State of World Population and the World Population Day.

Qualifications and Experience: 

Education:  

Advanced university degree in social sciences, journalism, communications and other related areas.

Knowledge and Experience: 

  • Up to two years of increasingly responsible experience in public relations and communication.
  • Good knowledge of media and public relations.
  • Strong advocacy skills.
  • General ability to express clearly and concisely ideas and concepts in written and oral form in English, with specific skills in writing press releases and articles/stories for traditional and electronic media.
  • Familiarity with the UN system in general and specifically UNFPA mandate, programmes and procedures is desirable.
  • Understanding of and familiarization with current development topics and political issues in Ethiopia. 
  • Proven ability to effectively manage relationships with media representatives, government officials, and other UNFPA partners.
  • Familiarity with social media management platforms and design tools such as Canva and/or Adobe, demonstrating the ability to create and manage engaging content across various digital channels.
  • Proficiency in current office software applications.
